MIAMI SHORES VILLAGE COUNCIL
September 4, 1986
The first public hearing on the proposed budget for the fiscal year
1986-1987, as advertised, was held on September 4, 1986, at 7:35 p.m. at the
Miami Shores Community Center. The following members were present:
Mayor Karen Kirby
Robert S. Butler, Jr.
Kevin P. O'Connor
Elspeth Jensen
Marty Stofik
Also present L.R. Forney, Jr., Village Manager
. Gail Macdonald, Finance Director
Mayor Kirby presented Mrs. Gail Macdonald with the Certificate of
Achievement for Excellence in Financial Reporting awarded by the Government
Officers Association.
Mr. Forney reviewed each area of the budget.
There was no Council discussion on the Mayor and Council, Legal Counsel
and the Village Manager budgets.
On the Downtown Revitalization budget, Mrs. Jensen made a motion to delete
$10,000 from the city contributions and Mayor Kirby seconded. The motion was failed
on a 2/3 vote with Dr. Butler, Mr. O'Connor and Mrs. Stofik dissenting.
There was no Council discussion on Building and Zoning, Finance and
Non -Departmental budgets.
On the Police budget, Mayor Kirby read a letter from Mr. Robert F.
Williamson, Jr. urging the Council to continue support for action to put more
police on the street.
There was no Council discussion on Mobile Crime Watch.
On the Waste Department, Mayor Kirby thanked Mayor Sherman of Bal Harbour
Village, President of the Dade League of Cities, for helping decrease waste
pickup costs.
There was no discussion on Parks, Streets and Public Works Administration
budgets.
On the Recreation Department, Mrs. Jensen stated that $11,000 for the
tot lot shelter was too expensive and she would like to see seat belts put in
the bus.
There was no discussion on the Library budget.
Mrs. Stofik made a motion to adopt the tentative 6.995 millage. Dr. Butler
seconded and the motion was passed on a 4/1 vote with Mrs. Jensen dissenting.

Dr. Butler made a motion to adopt the tentative General Fund budgeted
at $5,263,715. Mr. O'Connor seconded and the motion was passed on a 4/1 vote with
Mrs. Jensen dissenting.
Mr. Forney explained the Country Club budget which is based on a 25%
increase in membership. Mayor Kirby made a motion to add $5,000 for a funded
capital project to include a sound system with half of the project being funded
by public donations and half funded privately. Mrs. Jensen seconded and the
motion was passed on a 4/1 vote with Mr. O'Connor dissenting. Mrs. Stofik made
a motion to approve the tentative Country Club budget. Dr. Butler seconded and
it passed unanimously.
The meeting adjourned at 8:15 p.m.
