09-02-1986 Regular MeetingREGULAR MEETING MIAMI SHORES VILLAGE COUNCIL September 2, 1986 The regular meeting of the Miami Shores Village Council was held on September 2, 1986 at the Village Hall commencing at 7:30 p.m. with the following members present: Mayor Karen Kirby Robert S. Butler, Jr. Kevin P. O'Connor Absent Elspeth Jensen Marty Stofik Also present L.R. Forney, Jr., Village Manager William F. Fann, Jr., Village Attorney The meeting began with Reverend Paul Moehlman, Miami Shores Presbyterian Church, giving the invocation and followed by the Pledge of Allegiance. Ms. Kelly Bagley, Assistant Vice President of American Savings, presented the Mayor with a donation for the Recreation Department. Mayor Kirby presented Ms. Bagley with a certificate of appreciation and an "Honorary Coach" hat. MINUTES. (a)• The Regular Council Meeting of August 19, 1986 - A motion was made by Mr. O'Connor to approve the minutes as written, seconded by Dr. Butler and it was passed unanimously. (b) The Special Council Meeting of August 27, 1986 - A motion was made by Dr. Butler to approve the minutes as written and seconded by Mr. O'Connor and it was passed unanimously. Receipt Acknowledged: (c) Code Enforcement Board 8/19/86. (d) Historic Preservation Board 8/18/86. (e) Downtown Revitalization Board 8/6/86 and 8/20/86. The resignation of Mr. Vince Schafmeister, Chairman, was acknowledged. (f) Planning and Zoning Board 8/28/86. GARBAGE RATE ORDINANCE. Emergency Passage Garbage rates for Fy 186-87 are reduced from $255 to $245 as originally predicted. The urgency of passing the Ordinance is for billing purposes. Mr. Forney will seek a professional evaluation of our rate structure before next year. Dr. Butler made a motion to pass and adopt on first reading. Mr. O'Connor seconded the motion and it was passed unanimously. ORDINANCE NO. 494-86 AN ORDINANCE AMENDING SECTION 9-42 OF THE MIAMI SHORES VILLAGE CODE OF ORDINANCES, MIAMI SHORES VILLAGE, FLORIDA; INCREASING WASTE FEES; PROVIDING EFFECTIVE DATE. PENSION BOARD ORDINANCE. First Reading This Ordinance would bring the Pension Plan into compliance with state laws. ORDINANCE NO. AN ORDINANCE AMENDING THE PROVISIONS OF CHAPTER 18, ARTICLE III, OF THE PENSION PLAN OF THE MIAMI SHORES VILLAGE CODE OF ORDINANCES TO PROVIDE FOR THE ELECTION OF A POLICE REPRESENTATIVE TO THE PENSION BOARD, TO PROVIDE FOR THE ELECTION OF THE SECRETARY OF THE PENSION BOARD, TO PRESCRIBE A SYSTEM FOR FILLING APPOINTED AND ELECTIVE VACANCIES ON THE BOARD AND TO AUTHORIZE THE BOARD TO DETERMINE THE ASSET ALLOCATION MIX. Mr. O'Connor made a motion to approve the Ordinance on first reading. Dr. Butler seconded and it was passed unanimously. VILLAGE MANAGER'S REPORT. Mr. Forney presented a list of board vacancies and applicants for these vacancies. Appointments to these boards/committees will be made at the September 16th meeting. Mr. Forney stated there would be no Country Club Advisory Board meeting on September 4. The next meeting would be scheduled for September 18. The University of Florida has given the official population for Miami Shores Village as 9,065 residents. ANNOUNCEMENTS. As noted on the agenda. COUNCIL COMMENTS. Dr. Butler welcomed Mr. Paul Bondeson, new Golf Course Superintendent. He expressed congratulations to Chief John Fletcher for reappointment as a member of the Criminal Justice Standards and Training Commission. Mrs. Gail Macdonald, Finance Director, was congratulated for receiving the Certificate of Excellence in Financial Reporting from the National Government Finance Officers' Association. She expressed concern that those who attend these luncheons will not be encouraged to come at other times or to seek club membership.
