MIAMI SHORES VILLAGE COUNCIL
August 19, 1986
The regular meeting of the Miami Shores Village Council was held on
August 19, 1986 at the Village Hall commencing at 7:30 p.m. with the following
members present:
Mayor Karen Kirby
Robert S. Butler, Jr.
Kevin P. O'Connor
Elspeth Jensen
Marty Stofik
Also present: L.R. Forney, Jr., Village Manager
William F. Fann, Jr., Village Attorney
The meeting began with Mr. Leonard Wolfson giving the invocation and
followed by the Pledge of Allegiance.
MINUTES.
(a) The Regular Council Meeting of August 5, 1986 - A motion was made by Mrs. Stofik
to approve the minutes as written, seconded by Dr. Butler and it was passed
unanimously.

(b) Planning and Zoning Board 8/14/86.
STORAGE OF JUNK AND TRASH ORDINANCE. Second and Final Reading
Mr. Forney recommended changing the third line, Section 2, to add vehicles
between boats and machinery. The Village Attorney agreed that this did not constitute
a substantial change to the proposed Ordinance. Mrs. Stofik moved to accept the
amendment, Dr. Butler seconded, and the vote was unanimous. Mrs. Stofik made a motion
to approve the Ordinance as amended and Dr. Butler seconded. There was no Council or
public discussion. The Clerk took the roll call vote on the motion:

ORDINANCE NO. 493-86
AN ORDINANCE AMENDING SECTION 501(k) OF ORDINANCE NO. 270, OF
MIAMI SHORES VILLAGE, FLORIDA; EXPANDING PROHIBITION AGAINST
STORAGE OF JUNK, TRASH, AND DERELICT PERSONAL PROPERTY WITHIN
THE LIMITS OF MIAMI SHORES VILLAGE, FLORIDA; PROVIDING EFFECTIVE
DATE.

PROPOSED ZONING CHANGES.
Mayor Kirby opened for Council discussion. Mrs. Jensen questioned the
deletion of interior decorators and Dr. Butler questioned the deletion of private
club halls. Mr. Robert Stobs, Chairman of the Planning and Zoning Board, explained
that these two would continue to be allowed and that they were cleaning up the
verbage. Theaters, laundromats and bus terminals would be excluded however.
Mayor Kirby questioned item 3 which sets a minimum of 1,000 sq. ft. and 32 seats for a
restaurant to get a beer and wine liscense. She was concerned that some types of
small establishments would not be esthetically pleasing.
Mayor Kirby asked for a consensus of the Council to send the Ordinance
back to the Planning and Zoning Board for further discussion with the Village
Attorney on the "X" Zone. Mr. Forney suggested creating a double "X" Zone for
property which is not improved. Mayor Kirby requested that Mr. Forney at the
next Council meeting recommend a time for the public hearing on an ordinance
making the changes in the B-1, B-2, and X Zones.
Addie Greynolds discussed her proposal to open a restaurant.
VILLAGE MANAGER'S REPORT.
Mr. Forney said that the Country Club showed a profit for the first time
in several years for the month of July.

COUNCIL COMMENTS.
Mrs. Jensen remarked that Barry University had planted three trees.
PUBLIC COMMENTS.
Mr. Edward Harrigan questioned Mr. Levy's appointment at the Country Club.
Mr. Leonard Wolfson asked when copies of the budget will be ready.
The meeting was adjourned at 8:15 p.m.
