MIAMI SHORES VILLAGE COUNCIL
July 22, 1986
This budget workshop was scheduled for Tuesday, July 22, 1986, commencing
at 7:35 p.m. to review the Library, Building and Zoning, Recreation, Village Manager,
Finance and Non -Departmental budgets.
In attendance: Mayor Karen Kirby
Robert S. Butler, Jr.
Kevin P. O'Connor
Elspeth Jensen
Marty Stofik
Also present: Village Manager, Members of Village Staff and
Interested Citizens
LIBRARY
Mrs. Stofik made a motion to approve. Mr. O'Connor seconded. There was
no discussion. Mayor Kirby called the question and the budget was approved by
consensus.
BUILDING AND ZONING
Mr. O'Connor made a motion to approve. Mayor Kirby seconded. Mr. O'Connor
asked if the Court Reporter could be a Shores resident. Mrs. Stofik voiced concern
for lack of code enforcement and whether a part-time secretary could insure 20%-
30% more violations. She made a motion to appropriate $6,500 to hire such a
secretary. Mayor Kirby seconded with the stipulation that inquires be made as to
extra funding through the PIC or other grants. The motion did not pass on a 2/3
vote with Mrs. Jensen, Mr. O'Connor and Dr. Butler dissenting.
Mr. O'Connor made a motion to approve the budget as presented. Dr. Butler
seconddd and the budget was approved by consensus.
RECREATION
Mrs. Jensen moved to approve. Dr. Butler seconded. Mayor Kirby asked
if we are providing supplies for Kids on the Move. J.D. Varney, Recreation
Director, reponded that the Village does provide some supplies and that we are
earning 18% of the gross. Mayor Kirby requested that a water fountain be put
outside the fence. Mrs. Jensen inquired as to why the Village is using commercial
service for pest control and wants to look into cost of purchasing seat belts for
the bus. Dr. Butler asked if the Village could paint the Field House using
Village employees. Mr. Varney recommended getting a contractor for a professional
job. Dr. Butler moved to delete $3,000 for exercise equipment. Mrs. Jensen
seconded and the motion was not passed by a 1/4 vote with Mayor Kirby, Mr. O'Connor,
Mrs. Jensen and Mrs. Stofik dissenting.
Dr. Butler moved to delete $8,000 for the jacuzzi. Mayor Kirby seconded.
The motion was passed on a 4/1 vote with Mr. O'Connor dissenting.

Mrs. Stofik asked about the awnings. Mr. Varney explained they were
aluminum and Mr. Forney replied that this would not pass the building code.
The cost of the awnings was therefore reduced from $3,075 to $600.
Mrs. Jensen questioned the necessity of a slab for a picnic table with
a tile roof.
Dr. Butler asked a representative of the Fine Arts Commission about the
$2,500 to be expended through the next three months. Mrs. Cuson responded that
this was preparation for the November 15 Fine Arts Festival. Four events would be
held in the next year. Dr. Butler questioned how the scholarship would be funded.
Mrs. Cuson responded that the funds would be raised.
Mrs. Stofik asked if the $6,000 for an air -conditioner in the ceramic
room was necessary. Mr. Varney replied it was past needing replacement.
Mr. O'Connor made a motion to approve the budget as amended. Mrs. Stofik
seconded and the motion passed unanimously with a reduction of $10,475.
The workshop was recessed for 15 minutes at 8:55 p.m.
The workshop reconvened at 9:10 p.m.
VILLAGE MANAGER
Dr. Butler moved to approve and Mayor Kirby seconded. Mr. O'Connor made
a motion to amend the executive salaries to reflect a 5% increase on March 1st
anniversary along with a 3% cost of living increase on October 1st. Mrs. Stofik
seconded and the amendment passed unanimously. Mrs. Stofik made a motion to approve
the budget with the amended motion. Mr. O'Connor seconded and the motion was
approved unanimously.
FINANCE DEPARTMENT
Mrs. Stofik made a motion to reduce the budget by $27,000 which was the
cost of computer. Dr. Butler seconded and the motion passed unanimously. On a
consensus vote this budget with amendment was approved.
NON -DEPARTMENTAL
Dr. Butler moved to delete the $2,000 for the Police Chief's dinner.
Mrs. Stofik seconded. The motion failed by a 2/3 vote with Mayor Kirby, Mr. O'Connor
Mrs. Jensen dissenting.
Mrs Stofik mentioned that the cost of a traffic study could be included
in this budget but no motion was made.
By a consensus vote the budget was passed unanimously.
The workshop adjourned at 9:30 p.m.
