MIAMI SHORES VILLAGE COUNCIL
July 1, 1986
The regular meeting of the Miami Shores Village Council was held
on July 1, 1986 at the Village Hall, commencing at 7:30 p.m., with the
following members present:
Acting Mayor Robert S. Butler, Jr.
Kevin P. O'Connor
Elspeth Jensen
Marty Stofik
Absent Mayor Karen Kirby
Also Present L.R. Forney, Jr., Village Manager
William F. Fann, Jr., Village Attorney
The meeting came to order at 7:30 p.m. with Reverend Clifford
Horvath, Episcopal Church of the Resurrection, giving the invocation,
followed by the Pledge of Allegiance.
MINUTES.
(a) The Pre -Council Meeting Conference of June 17, 1986 - A motion was made
by Mrs. Stofik to approve the minutes as written, seconded by Mr. O'Connor
and it was passed unanimously.
(b) The Council Meeting of June 17, 1986 - A motion was made by Mrs. Stofik to
approve the minutes as written, seconded by Mr. O'Connor and it was passed
unanimously.

PLANNING AND ZONING BOARD ITEMS.
(a) U.S. Sign Corporation, North Carolina National Bank request for approval
of plans for detached sign and building signs, Item 4, 6/26/86.
Mr. Frank LuBien, Building and Zoning Director, presented information and
stated no variance was required. Mrs. Jensen moved to uphold the action
of the Planning and Zoning Board. Mr. O'Connor seconded and the motion
was passed unanimously.
(b) A.R. Toussaint & Associates request for approval of division of land
without plat, Item 5, 6/26/86.
Mr. O'Connor moved to approve the action of the Planning and Zoning Board.
Mrs. Stofik seconded and it was passed unanimously.

CODE ENFORCEMENT ORDINANCE CHANGE. First Reading
AN ORDINANCE AMENDING SECTION 2-81(a) OF THE CODE OF ORDINANCES OF
MIAMI SHORES VILLAGE, FLORIDA; REDUCING THE TIME WITHIN WHICH FORECLOSURE
OF LIEN MAY BE AUTHORIZED FROM ONE YEAR TO SIX MONTHS; PROVIDING EFFECTIVE
DATE.
The proposed amendment would reduce the time between the filing of
a lien and the time the Village may foreclose on it from one year to six
months. This change would bring the Ordinance into conformity with the
changed state law.
Mr. O'Connor moved to adopt this amendment on first reading,
Mrs. Stofik seconded and it was passed unanimously.
PARKWAY ORDINANCE CHANGE. First Reading
AN ORDINANCE AMENDING SECTION 20-17 OF THE CODE OF ORDINANCES OF MIAMI
SHORES VILLAGE, FLORIDA; REQUIRING PROPERTY OWNERS TO MAINTAIN THE UNPAVED
PORTION OF ABUTTING STREETS; PROVIDING EFFECTIVE DATE.
The proposed amendment would make property owners responsible for the
parkways adjacent to their property. This would codify the Village's existing
policy.
Mr. O'Connor moved to approve the amendment on first reading,
Mrs. Stofik seconded and it was passed unanimously.
IRRIGATION OF SOUTH BALL FIELD AND SURROUNDING AREAS. Award of Bid
The low bid which met specifications was received from Research
Irrigation for $4,200.
Mr. O'Connor moved to accept the low bid received from Research
Irrigation, Mrs. Stofik seconded and it passed unanimously.
REVENUE COMMITTEE PRIORITIES.
Mr. O'Connor will give his priorities for the Revenue Committee
to Mr. Forney. These will be discussed at the next Council Meeting.
VILLAGE MANAGER'S REPORT.
Mr. Forney advised that the regional level of soccer appeals had
turned down our appeal except that one sanction was removed so as to allow
teams to play in post season state competition. A further appeal has been
sent to the U.S. Youth Soccer Association.
ANNOUNCEMENTS.
As noted on the agenda.
Planning and Zoning Board Hearing scheduled for July 26 will be

held at the Community Center.
COUNCIL COMMENTS.
Mrs. Stofik welcomed back Mrs. Jensen.
Dr. Butler requested that U.S. flags in the Village should be
flown according to protocol.
Mr. O'Connor congratulated St. Rose of Lima on its selection
as one of fourteen top schools in the state of Florida and one of 277 in
the country.
PUBLIC COMMENTS.
None.
