MIAMI SHORES VILLAGE COUNCIL
June 3, 1986
The regular meeting of the Miami Shores Village Council was held on
June 3, 1986 at the Village Hall, commencing at 7:30 p.m., with the following
members present:
Mayor Karen Kirby
Robert S. Butler, Jr.
Kevin P. O'Connor
Marty Stofik
Absent: Elspeth Jensen
Also Present: L.R. Forney, Jr., Village Manager
William F. Fann, Jr., Village Attorney
The meeting came to order at 7:30 p.m. with Minister Frank Stevens,
Miami Shores Christian Church, giving the invocation, followed by the Pledge of
Allegiance.
Mayor Kirby presented certificates to four members of the Swim Team.
The team in turn presented Mayor Kirby with a certificate making her an
Honorary Team Captain.
MINUTES.
(a) The Pre -Council Meeting Conference of May 20, 1986 - A motion was made by
Mrs. Stofik to approve the minutes as written, seconded by Mayor Kirby
and it was passed unanimously.
(b) The Council Meeting of May 20, 1986 - A motion was made by Dr. Butler to
approve the minutes as written, seconded by Mrs. Stofik and it was passed
unanimously.

REPORT ON POLICE PRESENCE ON N.E. 2nd AVENUE
Chief Fletcher presented five options in response to the petition
calling for more police protection on N.E. 2nd Avenue. Council discussion
followed, then the floor was opened to public comments. (Copy attached as
part of minutes.)

Mrs. Stofik moved to adopt Option #3, which provided partial foot
coverage through rescheduling of current force. Mr. O'Connor seconded the
motion.
Dr. Butler recommended that Chief Fletcher make the decision himself
how to best allocate his resources. Mayor Kirby voiced her opposition due to
compromising police protection for other areas. The motion failed with a tie
vote of Mrs. Stofik and Mr. O'Connor for and Mayor Kirby and Dr. Butler against.
Dr. Butler made a motion to hire a second Parking Enforcement Officer
and Mrs. Stofik seconded. Mr. O'Connor said the people want a policeman not a
metermaid. Mayor Kirby recommended hiring a policeman who could patrol elsewhere.
Mr. Schafmeister of the Chamber of Commerce suggested hiring outside
security guards until the budget meeting. The motion failed with Dr. Butler
in favor and Mrs. Stofik, Mayor Kirby and Mr. O'Connor opposed.
Mrs. Stofik made the motion that Chief Fletcher do whatever was
necessary to increase presence on 2nd Avenue and Mr. O'Connor seconded. The
motion failed with Mrs. Stofik voting in favor and Mayor Kirby, Dr. Butler and
Mr. O'Connor opposed.
Mayor Kirby made a motion to use a private mobile guard service 8 hours
a day, 6 days a week on a monthly basis until October. Mrs. Stofik seconded the
motion. Mr. O'Connor amended the motion to be contingent upon an insurance check.
He then made a second amendment which he later withdrew to have the Chamber or
Merchants Association to direct the guards as to where to patrol The motion was
passed with Mayor Kirby, Mr. O'Connor, and Mrs. Stofik for and Dr. Butler against.
FIVE YEAR CAPITAL PLAN.
The five year capital plan was presented by Mr. Forney.
VILLAGE MANAGER'S REPORT.
Mr. Forney announced there is a new Tennis Pro at the Recreation
Department, Mr. Pacho Castillo.

COUNCIL COMMENTS.
Mrs. Stofik reported that speed limits had been lowered in some areas.
She urged residents to slow down and to call Mr. Forney with any complaints on
traffic.
Mr. O'Connor wished Mrs. Jensen a speedy recovery.
PUBLIC COMMENTS.
Mr. Simon noted the absence of three Council Members at the recent

Country Club Membership Meeting.
Mr. Bechel suggested that abandoned cars warrant police inspection.
The meeting was adjourned at 9:15 p.m.
