MIAMI SHORES VILLAGE COUNCIL
MAY 8, 1986
The Public Hearing was held on May 8, 1986 at the Community Center,
commencing at 7:30 p.m., with the following members present:

Tom Benton, Director, Public Works
Mr. Forney gave background on the petition for blocking off the streets
of Miami Shores East of Biscayne. Mr. Benton made a presentation on this
subject which had been studied by himself, Frank LuBien, Director Building
and Zoning, and Detective Bruce Campora. He pointed out limited vehicle acess's
effects on the following': Police services, fire service, traffic flow, garbage
and trash collection, natural disasters, legal challenges, insurance, and costs.
Mr. Benton discussed advantages and disadvantages and Mr. Forney concluded
that there was no technical reason why it could not be implemented, although
he recommended hiring an outside consulting engineer to look further into the
feasibility of the project if it is decided to go ahead with it.
The floor was then opened to citizen discussion with 17 persons speaking
up for limited vehicle access, 14 against and 3 neutral speakers.
Council discussion began at 9:00 p.m. with Mayor Kirby asking for a show
of hands from the audience which were equally divided. Mr, O'Connor was opposed
to any street blocking and to any further study or trial of this idea. Mayor
Kirby was in favor but with reservations and asked for further information.
Mrs. Stofik requested more information before committing to the idea. Mrs. Jensen
was against the proposal, citing the Fire Department's opposition to a delay in
service. Dr. Butler was opposed citing the absence of any proof that the
proposal would provide any real benefits.
Three members of the council being opposed to any further action on this
proposal the matter will not be pursued further.
The Public Hearing adjourned at 9:30 p.m.
