MIAMI SHORES VILLAGE COUNCIL
March 18, 1986
The Pre -Council Meeting Conference of the Miami Shores Village
Council was held on March 18, 1986 at Village Hall, commencing at 7:00 p.m.,
with the following members present:
Mayor Karen Kirby
Robert S. Butler, Jr.
Kevin P. O'Connor
Elspeth Jensen
Marty Stofik
Also Present: L.R. Forney, Jr., Village Manager
William F. Fann, Jr., Village Attorney
Mayor Kirby opened the meeting by discussing the possibility of
holding a direct election to appoint the mayor. She explained that under the
current system, the candidate receiving the highest number of votes was
appointed by Council as mayor. It was pointed out that a number of cities
have adopted a format in which the mayor was appointed by a special election.
The Mayor expressed concern about a mayor being appointed for a two year term
and then having to serve the remainder of their four year term for two years
as a council member.
Mr. O'Connor did not think that changing the current system for
electing the mayor would have a significant impact on the outcome of who
was selected as mayor. He elaborated on the possibility of the charter having to
be changed substantially in order to accommodate the direct election of mayor.
Mrs. Jensen stated that the citizens would ultimately determine
who is elected as mayor.
Dr. Butler suggested appointing a special committee to explore a
possible alternative to the dilemma of having the mayor elected to a two year
term followed by serving on 'he Council for a two year term.
Mrs. Stofik stated that she had no objection to having a special
committee study the issue or placing it on the ballot of an upcoming election.
The Council reached a consensus to have the Village Manager
review the timetable for putting this issue on the ballot and on a future
agenda.
