01-21-1986 Pre-Council MeetingPRE -COUNCIL MEETING CONFERENCE MIAMI SHORES VILLAGE COUNCIL January 21, 1986 The Pre -Council Meeting Conference of the Miami Shores Village Council was held on January 21, 1986 at Village Hall, commencing at 7:05p.m., with the following members present: Mayor Karen Kirby Robert S. Butler, Jr. Kevin P. O'Connor Elspeth Jensen Marty Stofik Also Present: L.R. Forney, Jr., Village Manager William F. Fann, Jr., Village Attorney DISCUSSION ON STREET BLOCKING. In a report to Council, Mr. Forney outlined a request from Dr. Jay Stein concerning a street blocking proposal. The proposal advocated blocking off the Northeast section of the Village by closing all the roads opening on to Biscayne Boulevard from N.E. 104th Street to N.E. 99th Street. Moving south along 10th Avenue, both 98th and 97th Streets would be closed where they enter 10th Avenue. This would be the only entrance into the Northeast section of the Village, 12th Avenue at 96th Street. It was also proposed that a guardhouse be erected at 96th Street with a twenty-four hour a day guard. The costs would be borne by the residents of the area involved. Mr. Forney explained some of the advantages and disadvantages associated with street blocking. He requested Council to comment on this issue in order to determine a basis for responding to street blocking requests in the future. After discussion, Council agreed by consensus that they opposed street blocking in Miami Shores. DISCUSSION OF COMMERCIAL FILMING ORDINANCE. Mr. Forney explained that this item was placed on the agenda for Council to discuss two matters concerning the commercial filming ordinance. First, should there be a separate category set up to cover editorial picture making as opposed to commercial picture making. The second question concerned whether or not the Council should set up a mechanism to review the Village Manager's decisions on requests for waivers to the ordinance. Mrs. Stofik suggested that there was a need to distinguish the difference between editorial and commercial filming. Members of Council reviewed a letter from Ms. Suzanne Spear which requested Council to change the current ordinance so that all restrictions on still photography were lifted. By consensus, Council agreed to consider a proposal to change the current filming ordinance regarding the appeal process for granting waivers and clarifying what constitutes editorial still photography at the next regular Council meeting.
