The Pre -Council Meeting Conference of the Miami Shores
Village Council was held on December 17, 1985 at Village Hall,
commencing at 7:OOp.m., with the following members present:
Mayor Karen Kirby
Robert S. Butler, Jr.
Kevin P. O'Connor
Elspeth Jensen
Marty Stofik
Also Present: L.R. Forney, Jr., Village Manager
William F. Fann, Jr., Village Attorney
LIGHTING OF RECREATION DEPARTMENT PLAYING FIELDS.
Councilman O'Connor.
Mr. O'Connor explained that this item was placed on the
agenda to examine the possibility of lights being donated to light
the recreation department playing fields.
Mr. J.D. Varney, Recreation Director, expressed concern
about determining the playing field areas that needed to be lighted.
Mr. O'Connor discussed the possibility of lighting the
North diamond field and a portion of Lot 107.
Councilmembers and Mr. Varney discussed potential donors
of the lighting, cost of the lighting, lighting design, and the
reaction of neighbors to lighting the playing fields.
A consensus was reached by Council to have the Village
Administration in consultation with the Recreation Advisory Board
and coaching staff draft a lighting program proposal and cost
analysis in the next sixty (60) days.
FAMILIY ORIENTED PROGRAMS AT THE COUNTRY CLUB.
Councilwoman Stofik.
Mrs. Stofik discussed the importance of offering more
family oriented programs at the Country Club. She reported on
movies being shown and programs being offered in coordination
with the Recreation Department.
A general consensus was reached by Council to have the
Country Club Advisory Board and Management explore putting programs
into place that would encourage younger families to join the
Country Club.
REQUEST TO CONTROL TIMING OF SIGNALS ON TRAFFIC LIGHTS
LOCATED ON N.E. 2ND AVENUE TO CONTROL SPEEDING. Mayor Kirby.
Mayor Kirby discussed speeding on N.E. 2nd Avenue.
Mr. Forney reported that the County performed a study
last year regarding speeding on N.E. 2nd Avenue and found the
average speed of 100 vehicles clocked to be 31m.p.h. The speed
limit was 35m.p.h. A survey of accidents occurring on N.E. 2nd
Avenue over the last two years reflected that not one accident
was attributable to speeding.
Mr. Tom Benton, Public Works Director, explained that
the County had a computerized traffic signalization system. The
system was designed to promote efficient traffic flow.
The Council reached a consensus to have the Village
Manager put extra police personnel on N.E. 2nd Avenue to enforce
speeding regulations.
Mr. O'Connor moved to adjourn the Pre -Council Conference
Meeting, seconded by Mrs. Stofik and passed unanimously. The
meeting adjourned at 7:25p.m.
