The Pre -Council Meeting Conference of the Miami Shores Village
Council was held on November 19, 1985 at Village Hall, commencing at
7:OOp.m. with the following members present:
Mayor Karen Kirby
Robert S. Butler - arrived 7:10p.m.
Kevin P. O'Connor
Elspeth Jensen - arrived 7:05p.m.
Marty Stofik
Also Present: L.R. Forney, Jr., Village Manager
William F. Fann, Jr., Village Attorney
PRESENTATION AND DISCUSSION OF THREE GOALS FROM EACH COUNCILPERSON.
(Mayor's request at last pre -council meeting conference.)
The following goals were presented by each Councilmember:
Mrs. Stofik.
Mayor Kirby.
Mrs. Jensen.
Mr. O'Connor.
Dr. Butler.
1. Improve the short and long term revenue
outlook of the Village.
2. Improve the commercial areas in appearance,
safety and business climate.
3. Improve crime prevention efforts through
increased police visibility.
1. Develop and update the Village Master Plan.
2. Improve the financial condition of the
Country Club.
3. Increase crime prevention efforts in order
to improve the image of the Village.
1. Pressure Dade County to fix the drains on
Sixth and Ninth Avenues.
2. Complete the beautification of the north-
west section.
3. Monitor the school system.
4. Reduce insurance cost.
1. Continue to improve the quality of
education.
2. Continue downtown revitalization, efforts.
3. Continue the Executive Relocation Program.
1. Improve the quality of services and financial
condition of the Country Club.
2. Develop alternative source of funding to
maintain the quality of government services.
3. Guiding the changes that occur on N.E. 2nd
Avenue.

A consensus was reached to schedule a workthop in January to
review the Comprehensive Plan.
DISCUSSION OF FENCE HEIGHTS.
(a) Councilwoman Stofik.
(b) Mayor Kirby
Mrs. Stofik discussed the lack of uniformity of fence heights
in front and side yards of some properties located on avenues in the
Village. It was requested that this item be placed on a future agenda
for possible referral to the Planning & Zoning Board for further study.
After a lengthy discussion, Council agreed to place the fence
height issue on the agenda in January by a vote of 4/1 with Mrs. Jensen
dissenting.
A motion was made by Mr. O'Connor to extend the Pre -Council
session, seconded by Mrs. Stofik and passed unanimously.
DISCUSSION OF CLUB GENERAL MEMBER GREEN AND CART FEES.
Councilman Butler
Dr. Butler suggested that Council reconsider the mandatory
cart fee assessed general members at the Country Club. Dr. Butler
stated that he did not believe it was fair to charge a mandatory cart
fee to general members who chose to walk the golf course.
Mr. O'Connor expressed concern over Council revisiting issues
that have been resolved during the budget process.
After discussion on the financial impact of changing the
mandatory cart fee, Council reached a consensus to consider the mandatory
cart fee assessed general members at the next regular meeting on Tuesday,
December 3, 1985.
