MIAMI SHORES VILLAGE COUNCIL
November 5, 1985
The regular meeting of the Miami Shores Village Council was
held on November 5, 1985 at Village Hall, commencing at 7:30p.m., with
the following members present:
Mayor Karen Kirby
Robert S. Butler, Jr.
Kevin P. O'Connor
Elspeth Jensen
Marty Stofik
Also Present: L.R. Forney, Jr., Village Manager
William F. Fann, Jr., Village Attorney
The meeting was opened with an invocation given by Reverend
Harold A. Davenport of Miami Shores Community Church, followed by the
Pledge. of Allegiance.
MINUTES.
(a) Council meeting of October 15, 1985 -Mrs. Stofik moved to approve the
minutes as written, seconded by Dr. Butler and passed unanimously.
(b) Pre -Council Meeting Conference -A motion was made by Mrs. Stofik to
approve the minutes as written, seconded by Dr. Butler and passed
unanimously.

PLANNING & ZONING BOARD APPROVALS/DENIALS.
(a) Craven request for approval of plans for new residence, Item 4,
10/24/85.
Mr. Frank LuBien, Director of Building & Zoning, explained that
this lot was located in Weeks subdivision and did not comply with the min-
imum standards set forth in the Schedule of Regulations of Miami Shores
Village Code of Ordinances. A variance was requested to permit construction
on a non-standard size lot.
Mrs. Jensen moved to uphold the Planning & Zoning Board approval
of the Craven request, seconded by Dr. Butler and passed unanimously.
(b) Craven request for approval of plans for new residence,
Item 5, 10/24/85.
Mr. LuBien explained that this request required a variance
because the lot did not meet minimum standards.
Councilmembers discussed the unusual pool location outlined
in the plans.
Dr. Butler moved to uphold the Planning & Zoning Board
approval of the Craven's request, seconded by Mrs. Stofik and passed
unanimously.
(c) Edmiston request for approval of plans for alterations,
Item 7, 10/24/85.
Mr. LuBien reviewed the proposed plans for alterations to
store units previously occupied by Amidon's Music Store and Miami
Shores Plumbing for conversion to medical offices with exterior
alterations. The request involves a change in use of the building
located in a B-1 zone.
Mr. O'Connor moved to approve the Edmiston request,
seconded by Dr. Butler.
In discussion that followed, Mrs. Stofik commented on
making the design more harmonious with the surrounding buildings.
The motion passed on a 4/1 vote with Mrs. Stofik dissenting.
(d) Request for approval of plans for alteration,
(Lichee Tree Expansion), Item 9, 10/24/85.
Mr. LuBien reviewed the plans to expand the existing retail
store to include the space previously used by Village Liquors.
Mrs. Jensen moved to uphold the Planning & Zoning Board
decisions, seconded by Mrs. Stofik and passed unanimously.
APPROVAL OF RYE GRASS SEED PURCHASE.
Mr. Forney recommended that Council approve a rye grass seed
purchase from Lesco, Inc., in the amount of $4,300.00. In accordance
with the Village purchasing policies competitive quotes were secured
from three vendors. Lesco, Inc., was the low bidder.
Mr. O'Connor moved to approve the rye grass seed purchase
from Lesco, Inc., totaling $4,300.00. The motion was seconded by
Dr. Butler and passed unanimously.

APPROVAL OF CANCER CARD PARTICIPATION.
The Village Manager outlined a request from the American
Cancer Society to participate in their 1986 Cancer Card Golf Program.
He explained the Cancer Card Program had brought in a net of $20,000
to the Country Club this year.
Mr. O'Connor moved to approve the Cancer Card Participation
Program and adopt the American Cancer Society Golf Course Contract
from the Dade Unit, seconded by Dr. Butler.
After discussion, the motion passed on a 3/2 vote with
Mrs. Jensen and Mrs. Stofik dissenting.
APPROVAL OF COVERING PARKING METERS.
This item involved a request from the Chamber of Commerce
to cover the parking meters along N.E. 2nd Avenue from Thanksgiving
through January 2, 1986.
Mrs. Stofik moved to approve the request by the Chamber of
Commerce, seconded by Dr. Butler and passed unanimously.
ANNOUNCEMENTS.
(a) Mayor Kirby reported that one vacancy each exists on the
Historic Preservation Board and Fine Arts Commission.
Anyone interested in serving on one of these Boards should
apply in writing to the Village Manager.
(b) Book Fair at Brockway Memorial Library, 11/9/85 from 9:O0a.m.-3.:OOp.m.
(c) Village offices will be closed to observe Veteran's Day, 11/11/85.
(d) "Songs of Broadway" at the Country Club, 11/10/85, 8:OOp.m.
(e) Mayor's Task Force Ball at Country Club, 11/16/85, 7:OOp.m.
(f) Fine Arts Festival at Optimist Park, 11/16/85, 10:a.m.-5:OOp.m.
(g) Meeting on Magnet School Concept at Barry University (Business
School Building), Room 112, Tuesday, 11/19/85 at 7:30p.m.
(h) The Police Department will be a collection point for interested
citizens to donate canned goods to hungry residents of Dade
County for Thanksgiving. Canned goods may be dropped off at
the Police Department the week of November 11 -17th.
COUNCIL COMMENTS.
Mrs. Stofik congratulated all those involved at Miami Shores
Elementary with the centennial extravaganza. The program will be
presented at the Children's Book Fair at the Library on 11/9/85.

Mayor Kirby commented on the Teen Council meeting held
11/4/85 with fifteen teenagers attending from Miami Country Day
and Curley Schools. The next meeting will be held November 26
at the Community Center, 7:30p.m. Teenagers were encouraged to
attend.
Dr. Butler complimented the Recreation Department,
Mobile Crime Watch and other volunteers on the work done on
Halloween.
Mrs. Jensen commented on Galesburg, Illinois.
PUBLIC COMMENTS.
Mr. Paul Buechele commented on real estate signs and
scheduled trash collection in the Village.
Mr. Mel Roberts commended the Police Department on the
enforcement of the 15 mile per hour speed limit in school zones
located in the Village.
