07-23-1985 Budget Workshop MeetingBUDGET WORKSHOP MIAMI SHORES VILLAGE COUNCIL July 23, 1.985 7:OOp.m. In attendance: Mayor Karen Kirby Robert S. Butler, Jr. Kevin P. O'Connor Elspeth Jensen Marty Stofik 7/23/85 Also Present: Village Manager, Chief of Police, Village Staff and interested citizens This budget workshop was scheduled for Tuesday, July 23, 1985, 7:OOp.m. at the Village Hall to review the Police, Mobile Crime Watch, Non - Departmental (Downtown Revitalization), and Finance budgets. POLICE DEPARTMENT -Discussed personal services, operating expenses, and capital outlay. Mayor Kirby requested that the figures for the SWAT team be examined. Con- cerning operating expenditures, Mr. Forney requested Council to reduce communications ser- vices by $800 and the capital account will be studied concerning repairs to the interior por- tion of the Police building. The budget was approved by consensus. MOBILE CRIME WATCH -Approved by consensus. NON -DEPARTMENTAL -Mr. Forney explained the major accounts found in this budget. Ms. Macdonald reported a $9,500.00 reduction in the insurance account due to a shift in costs to the Country Club budget. The Miami Shores Community Band funds were cut by $1,000.00 at the request of Mr. Ed Abdella. Dr. Butler moved to reduce the Miami Shores Community Bank budget by $1,000, seconded by Mrs. Jensen. On a 3/2 vote, the motion passed with Mayor Kirby and Mr. O'Connor dissenting. DOWNTOWN REVITALIZATION -Mayor Kirby passed the gavel to Acting Mayor Butler and made a motion to remove $40,000 for Downtown Revitalization from the budget, seconded by Mrs. Jensen. A lengthy discussion followed with Councilmembers and concerned citizens stating their viewpoints. Dr. Butler moved to table the first motion so an alterna- tive proposal could be presented. Mr. O'Connor seconded the motion. The item was tabled on a 3/2 vote with Mayor Kirby and Mrs. Jensen dis- senting. Dr. Butler moved to compromise the amount of funds budgeted to Downtown Revitali- zation to $18,500. Mr. O'Connor seconded. BUDGET WORKSHOP -2- 7/23/85 DOWNTOWN REVITALIZATION -Dr. Butler explained his proposal that (cont'd) up to $13,000 could be applied to the salary of an Executive Director and up to $600 for medical insurance for him provided there are matching funds pro- vided by the private sector. Council and public comments followed. A recess was called at 10:10p.m. for 10 minutes. Dr. Butler amended his motion to $20,000, seconded by Mrs. Stofik. The amendment passed on a 3/2 vote with Mayor Kirby and Mrs. Jensen dissenting. The original motion as amended passed 3/2 with Mayor Kirby and Mrs. Jensen dissenting. FINANCE DEPARTMENT -Approved by consensus. It was agreed to reopen on Wednesday, July 24, 1985 for public comments on the Finance budget. Meeting adjourned at 11:10p.m. L.R.
