07-22-1985 Budget Workshop Meeting7/22/85 BUDGET WORKSHOP MIAMI SHORES VILLAGE COUNCIL July 22, 1985 7:15p.m. In attendance: Mayor Karen Kirby Robert S. Butler, Jr. Kevin P. O'Connor Elspeth Jensen Marty Stofik Also Present: Village Manager, Members of Village Staff and interested citizens. This budget workshop was scheduled for Monday, July 22, 1985, commencing at 7:OOp.m. to review the Public Works, Library, Building & Zoning, Village Manager/Clerk, Legal Counsel, and Mayor & Council budgets. PUBLIC WORKS DEPARTMENT -Personal services, operating expenses and capital outlay were discussed for the divisions of Waste, Parks, Streets and Administration. Concerning the Waste Division Mr. Forney requested Council's concurrence to draft the specifications to go out to bid immediately for the purchase of two gar- bage packers. The Council granted the request by consensus. Mr. Tom Benton, Public Works Director, commented on the number of personnel in the department who had reached the top of their salary range and no longer were eligible for cost -of -living increases. Mr. Forney explained that Council would be asked to approve a pro- posal eliminating the ceiling in the pay plan for cost -of -living increases only, in the final budget. Concerning the Streets Division, the Council agreed by consensus to eliminate the expend- iture of $4,500 for the handicapped ramp in front of the Village Hall. Instead $750 was allocated for a buzzer system which would be installed at the rear ramp so handicapped could notify Village employees they need assistance to enter the building and for an intercom from the Police front door to the Police Dispatcher. Council also deleted $26,500 budgeted for paving the Public Works yard. Public discussion followed concerning the proposed increase in garbage fees. Mrs. Stofik requested that an option allowing residents to pay their garbage fees either semi-annually or annually be investigated by the Finance Department. 7/22/85 BUDGET WORKSHOP -2- By consensus the Council approved the Public Works Department budget with the revisions noted. LIBRARY -Mrs. Elizabeth Esper, Librarian and Mr. James Stuart, Chair- man of Library Board,addressed questions from the Council regarding possible cutbacks in personnel and shortened library hours. A motion was made by Mr. O'Connor to approve the Library budget, seconded by Mrs. Stofik. The motion passed unanimously. The meeting recessed at 9:05p.m. for 10 minutes. BUILDING & ZONING DEPARTMENT -Council requested that the Chairman of Historic Preservation be questioned concerning the $200 budgeted for travel. The telephone account was decreased by $313.00. The budget was approved by consensus. VILLAGE MANAGER/CLERK-Mr. O'Connor moved to increase the salary of the Village Manager by 5% or $2,212.60 effective on his anniversary date, March 1, 1986, seconded by Mrs. Stofik. The motion passed on a 3/2 vote with Mayor Kirby and Mrs. Jensen dissenting. On a consensus vote this budget was approved. LEGAL COUNSEL -Approved. MAYOR & COUNCIL -Approved.
