MIAMI SHORES VILLAGE COUNCIL
April 2, 1985
The regular meeting of the Miami Shores Village Council was held
on April 2, 1985, at the Village Hall, commencing at 7:30 p.m., with the
following members present:
Mayor Kevin O'Connor
Elspeth Jensen
Robert J. Lodge
Herbert Spahn, Jr.
Terry Cuson
Absent: None
Also Present: L. R. Forney, Jr., Village Manager
William F. Fann, Jr., Village Attorney
The meeting was opened with an invocation given by Reverend Jim R.
Wesson, of the Miami Shores Redeemer Lutheran Church, followed by the Pledge
of Allegiance.
PRESENTATIONS.
(a) Certificates of Appreciation were presented by
Mayor O'Connor to Walter Simon, Marty Stofik,
and Honey Jackson in recognition of their service
as members of the Downtown Revitalization Board.
(b) On behalf of the Mayor's Task Force, Mayor O'Connor
recognized the following winning entries in the
Miami Shores Circus Day Parade:
Performance Category - Miami Shores Karate Team,
Miami Shores Ballet Dancers and American Heart
Association Jump Rope Team.
Specialty Units - Kids on the Move, Combined Troops
Girl Scouts, Cushman School Gymnast and Miami Shores
Elementary School Gymnast.
Vehicles and Floats - Miami Shores Community Band,
Miami Shores Elementary School and Friends of
Brockway Memorial Library.
Marching & Synchronized Units - Westview Jr. High
Girls' and Boys' Drill Team, and V.F.W. Post 471.
(c) The P.T.A. of Miami Shores Elementary School presented
Miami Shores Village Council members with tokens of
gratitude for Council support.
Mr. Spahn, Mr. Lodge, Mayor O'Connor, Mrs. Jensen and Mr. Cuson
were each presented with a check in the amount of $1.00 for
one year of service as Council members.

(a) Council meeting of 3/19/85 - approved as written by
Mr. Cuson, seconded by Mr. Lodge and passed unanimously.

PLANNING BOARD APPROVALS/DENIALS, meeting of 3/28/85, Item 2.
Mr. Lodge moved to have the Appeal by Dr. & Mrs. Aldrich
tabled until after the Planning and Zoning Board Public
Hearing on the Item. The motion was seconded by Mr. Cuson
and passed 4/1 with Mayor O'Connor dissenting.
EMERGENCY REQUEST FOR FUNDS FOR GARBAGE & TRASH DEPARTMENT
In a report to Council, Mr. Forney requested emergency funds
in the amount of $1,500 a week in order to maintain and
improve trash service to Village residents, to be terminated
when conditions permit. Mr. Forney explained the dispute
between Dade County and the operators of the Resource Recovery
Facility that has caused serious delay problems for the Village
Public Works Department in dumping trash.
Mr. Lodge asked about the time frame involved with this request.
Mr. Forney replied that no time limit could be specified at
this time due to the unpredictable nature of the problem. Mr.
Cuson stated he had talked to the County about the dispute
with the Resource Recovery Facility and concurred with Mr.
Forney's explanation. Mrs. Jensen asked if the slow -up in
trash disposal was caused by hazardous materials. Mr. Benton,
Public Works Director, elaborated on the hazardous waste issue.
Mr. Spahn suggested checking with private contractors for
garbage and trash disposal.
Mr. Spahn moved that Council support the Village Manager and
Mr. Benton and supply them with $1,500 a week and to over -
expend the budget until July budget execution review. Mr.
Lodge seconded the motion.
Mayor O'Connor commented on the trash disposal problem facing
the Council as a classical example of certain issues the Council
has no control over,
The motion passed unanimously.
APPOINTMENT TO PENSION BOARD
Three applications were received for the position of employee
representative on the Pension Board:

Lt. Brenton - Police Department
Sgt. Ulmer - Police Department
Mr. John Moore - Public Works Department
On a ballot vote, Mr. Moore was unanimously appointed.
APPOINTMENT TO LIBRARY BOARD.
Applications were received from Ms. Ann Vigneron and
Ms. Florence B. Hilsenbeck for a position on the
Library Board to fill the vacancy due to the resignation
of Ms. Helen Baden. By ballot vote, Ms. Vigneron was
unanimously appointed.
RESOLUTION ON COMPLIMENTARY MEMBERS OF COUNTRY CLUB.
Mr. Forney recommended that Council extend Ms. Vigneron a
lifetime complimentary General Membership in the Country Club
as has been the practice with other long time employees.
Mr. Cuson moved that Resolution 683-79 be approved as amended.
The motion was seconded by Mr. Lodge and passed unanimously.

CONCERNING USAGE OF VILLAGE FACILITIES BY
ELECTED AND APPOINTED OFFICIALS OF MIAMI
SHORES VILLAGE.
SUMMER GOLF AND TENNIS MEMBERSHIPS.
In a report to Council, Mr. Forney requested that a Golf and
Tennis Membership Program be adopted as offered during the
past three summers, to begin May 1 through September 30, with
fees set at $150 for golf and $175 for tennis. These memberships
would not be available to anyone who has held a regular member-
ship of any type in the Club within the past two summers. The
use of the Golf Course pertaining to Summer Golf Memberships
would require the rental of a golf cart. A motion to approve
the Golf and Tennis Membership Program as recommended by the
Village Manager was made by Mr. Lodge, seconded by Mr. Cuson
and passed unanimously.
APPOINTMENT OF VILLAGE CLERK AND DEPUTY CLERK
With Ms. Ann Vigneron's retirement and resignation as Village Clerk,
effective on April 4, 1985, Mr. Forney recommended to Council that
he be appointed as Village Clerk and Mr. Randy Nutter as Deputy
Village Clerk in accordance with provisions of the Village Charter
and Code.
Mr. Cuson moved that the Council accept with deep regret and fond
farewell the resignation of Ms. Ann Vigneron, Clerk of Miami Shores
Village. The motion was seconded by Mr. Spahn and passed unanimously.
Mr. Spahn moved to appoint Mr. Les Forney as Village Clerk,
seconded by Mr. Lodge. Mrs. Jensen opposed the motion stating
Mr. Nutter should be appointed to the position in order to
take advantage of educational opportunities to extend his
knowledge as Village Clerk.
The motion passed 4/1 with Mrs. Jensen dissenting.
Mr. Spahn moved to appoint Mr. Randy Nutter as Deputy Village Clerk.
The motion was seconded by Mr. Cuson, and passed 4/1 with Mrs. Jensen
dissenting.
VILLAGE MANAGER'S REPORT.
Mr. Forney reported that the liability insurance at the Country Club
would be cancelled April 29, 1985. Alternative liability insurance
programs are being examined at this time.

(c) Miami Shores Garden Club Flower Show 4/18/85.
(d) Council Elections 4/9/85 at Miami Shores Community Center.
(e) Public Forum to meet the candidates 4/3/85, 7:30 p.m. at
the Miami Shores Community Center.
COUNCIL COMMENTS.
Mr. Cuson commented on Laura Rennart's resignation as Supervisor at
the Community Center, and on Dottie Yates being recognized by the
Commission on the Status of Women for 10 years of service. Mr.
Cuson complimented the Mayor on his tireless efforts to improve the
Shores school system.
Mrs. Jensen commented on the visit by Mr. Winn, Dade County Commissioner,
to Village Hall, and the light located at 103rd Street being changed.
PUBLIC COMMENTS.
Mr. Paul Buechele, 99 N.E. 103rd Street, expressed concern about the
Village Beautification Program and presented a list of complaints
with recommendations to Council.
Mr. Mel Roberts expressed his gratitude to members of the Council for
their outstanding service to the Village.
