11-06-1984 Regular MeetingREGULAR MEETING MIAMI SHORES VILLAGE COUNCIL November 6, 1984 The regular meeting of the Miami Shores Village Council was held on November 6, 1984, at the Village Hall, commencing at 7:30 p.m., with the following Council members present: Mayor Kevin O'Connor Robert J. Lodge Herbert Spahn, Jr. Terry Cuson Absent: Elspeth Jensen Also present: L. R. Forney, Jr., Village Manager William F. Fann, Jr., Village Attorney The meeting was opened with an invocation given by Rev. Jim Wesson, of the Redeemer Lutheran Church, followed by the Pledge of Allegiance. MINUTES. (a) Regular Council meeting 10/16/84 - approved as written by motion made by Mr. Lodge, seconded by Mr. Cuson and passed unanimously. Receipt acknowledged: (b) Recreation Advisory Committee 10/8/84. (c) Historic Preservation Board 10/22/84. (d) Planning & Zoning Board 10/25/84. PLANNING BOARD APPROVALS/DENIALS. Meeting of 10/25/84, Item 5. The Planning Board approved a variance for the Shores Villas Condominiums, 8701 N. E. 4th Ave. - 9043 N. E. 4th Ave. (Park Drive), to re -roof with a non -tile. material based on. the fact that the roof construction would not support tile. Mr. Lodge moved to uphold the decision of the Planning & Zoning Board. The motion was seconded by Mr. Cuson and passed unanimously. RECOMMENDATION OF HISTORIC PRESERVATION BOARD. The property at 107 N. E. 96th Street, was reconsidered for Historic Landmark designation when the new owner, Robert S. Viscount, presented a letter consenting to the designation. Mr. Cuson moved for approval of Landmark Designation for the home at 107 N. E. 96th Street, as recommended by the Board. The motion was seconded by Mr. Lodge and passed unanimously. 11/6/84 -2- RESOLUTION ON PRESERVATION OF DEERING ESTATE. In a report to Council Mr. Forney stated that the resolu- tion had been placed on the agenda at the request of Mrs. Jensen who wished to see the Deering Estate preserved for its historical and ecological value to South Florida. Mr. Spahn moved that the resolution be approved. The motion was seconded by Mr. Cuson and was passed and adopted by a 3/1 vote with Mr. Lodge dissenting. Said resolution is entitled: RESOLUTION NO. 777-84 A RESOLUTION URGING THE GOVERNOR AND CABINET AND THE CONSERVATION AND RECREATION LANDS (CARL) SELECTION COMMITTEE TO GIVE HIGH PRIORITY TO THE ACQUISITION OF THE DEERING ESTATE. ORDINANCE ON FENCE MATERIAL, first reading. Mr. Forney reported that the Planning & Zoning Board has recommended approval of this ordinance redefining permitted materials for fencing. The first reading was approved by motion made by Mr. Lodge, seconded by Mr. Cuson and passed unanimously. REQUEST BY CHAMBER OF COMMERCE TO COVER PARKING METERS FOR THE HOLIDAYS. A request was made by the Chamber of Commerce to cover the parking meters from Nov. 24th through January 1, 1985, as has been done in the past. The request was approved by motion made by Mr. Lodge, seconded by Mr. Spahn and passed. unanimously. EMERGENCY PURCHASE OF STEAMER FOR COUNTRY CLUB. In a report to Council Mr. Forney stated that it was no longer economic to repair the old steamer at the Club kitchen. Three telephone bids had been secured for this item with the low bid being $4,785.00. Mr. Cuson moved approval to accept the low bid. Mr. Spahn seconded the motion and it was passed unanimously. REPORT FROM FINE ARTS COMMISSION. Because this was not an agendaed item Mayor O'Connor asked for a motion to consider it which was made by Mr. Cuson, seconded by Mr. Lodge and passed 3/1 with Mr. Spahn dissenting. Ms. Peggy Baker and Ms. Carol Marafioti, representing the Fine Arts Commission, reported on activities as follows: 11/6/84 -3- - Tour of Viscaya and ride on Metrorail, Wed. Nov. 7. - Co-sponsored Children's Book Fair, Nov. 10. - Tours to art galleries . - Co -sponsoring Cole Porter Review at Country Club, Nov. 11. - Art Auction in February. VILLAGE MANAGER'S REPORT: (a) Invitation to attend Winterama Parade in North Miami, November 22. Terry Cuson and Kevin O'Connor will attend. (b) Labor meeting immediately following cin the Manager's office. ANNOUNCEMENTS: (a) Children's Book Fair 11/10/84 at Library. (b) Dinner/show at Country Club, 11/11/84. (c) Thanksgiving at Country Club 11/22/84. (d) Meeting on Downtown Revitalization 11/13/84 at Community Center. COUNCIL COMMENTS: Mr. Cuson complimented Mr. Forney on trying to help the Vietnamese lady and was informed that help was received from Elaine Gordon in placing this person. Fishing program will begin on January 3, 1985, to meet at the Center at 8:15 a.m., cost - $10.00 Mayor O'Connor announced forum to be held by Sherman Winn, County Commissioner, Nov. 7, 1984 at the North Miami City Hall, 4:30 to 6:00 p.m., for all constitutents. PUBLIC COMMENTS: Mr. Paul Buechele of 99 N. E. 103rd Street, appeared before the Council to express his concern over hazardous conditions on sidewalks and streets, zoning violations, trash collection violations, with his own assessment of the Village adminis- tration and its enforcement policies.
