01-17-1984 Regualr MeetingREGULAR MEETING MIAMI SHORES VILLAGE COUNCIL January 17, 1984 The regular meeting of the Miami Shores Village Council was held on January 17, 1984, at the Village Hall, commencing at 7:30 p.m., with the following Council members present: Mayor Kevin O'Connor Elspeth Jensen Robert J. Lodge Herbert Spahn, Jr. Terry Cuson Absent: None Also present: L. R. Forney, Jr., Village Manager William F. Fann, Jr., Village Attorney The meeting was opened with an invocation given by Mr. Mel Roberts, followed by the Pledge of Allegiance. MINUTES: (a) Regular Council meeting 1/3/84 - approved as written by motion made by Mr. Cuson, seconded by Mrs. Jensen and passed unanimously. (b) Public Hearing of 1/11/84 - approved. (c) Code Enforcement Board 1/5/84 - receipt acknowledged. (d) Recreation Advisory Committee 1/9/84 " " (e) Beautification Committee 1/10/84 DISPOSITION OF PROPOSAL TO SELL VACANT LAND NORTH OF CLUBHOUSE. Following the public hearing on this land Mr. Forney asked for Council action to dispose of the question of selling any part of. the 5.42 acres north of the Clubhouse.. Mr. Lodge made the following motion: 1) Place the land on the market for sale. 2) Instruct the Manager to negotiate a 1 year listing contract with a local realtor. 3) Price the property such that the Village will net $500,000 before notes due. 4) Keep zoning single family. 5) Monies go to Club. 6) Club can spend for immediate capital expenses up to but no more than $100,000. 7) This leaves a balance of $400,000 to be placed in a C.D. or other high yield deposit. 8) The interest derived from this becomes our capital improvement fund C.I.F. of which principal cannot be touched. This motion died for lack of a second. 1/17/84 -2 - Mr. Cuson moved that the issue of the sale of Country Club property be laid to rest. The motion was seconded by Mrs. Jensen who offered an addendum to the motion that the land be put back on the Master Plan for recreational purposes. Mayor O'Connor ruled that this was out of order until it appears as an agenda item. In the discussion that followed Mrs. Jensen asked if the canal could be set aside as a wildlife preserve to protect the manatees. The Village Manager will look into this. Mr. Spahn stated that it was a unanimous.. decision of those at the public hearing. Mr. Lodge stated he would like to knowhow much the Club has paid so far for this property, how much the Club members themselves paid for this asset. The vote on the motion to drop the issue of the sale of property passed 4/1 with Mr. Lodge dissenting. COUNTRY CLUB FINANCES. In a report to Council Mr. Forney stated that at the end of December the financial position of the Club is somewhat more optimistic than previously anticipated. However, there still appears to be a shortfall in revenue in the neighborhood of $100,000.00 for the year. Mr. Forney added that this may be somewhat offset by increased banquet business and new controls instituted by the new Manager. Mr. Herron is effecting some reduction in the payroll and cutting down on expenses which will be showing up in the future. Mr. Spahn asked for a month to month comparison on membership totals with last year. REPORT FROM SPECIAL MASTER - PBA NEGOTIATIONS. Mr. Forney reported that the Special Master, David Randles, recommended that: 1. Salaries of unit employees for the 1983-84 agreement shall be increased by 5% retroactive to October 1, 1983. 2. A labor management committee shall be formed to study and make recommendations prior to the beginning of negotiations for the successor agreement regarding a "4-10" work schedule for detectives. Mr. Forney further advised that PERC and the PBA have been notified that the Village has accepted these recommendations. Now the PBA must notify the Village if they do not accept this recommendation following which a public hearing will be called. It was decided not to set the date of the hearing until the Village is notified of the PBA's position. -3 - VILLAGE MANAGER'S REPORT: (a) Club Membership. (b) Investment report. ANNOUNCEMENTS. (a) Chamber of Commerce banquet 1/21/84. (b) Super Bowl Sunday 1/22/84 at the Club, free hot dogs and draft beer during the game. (c) Greek nite at the Club 1/27/84. (d) Pitch, Putt & Drive competition at the Club 2/11/84, sponsored by the Recreation Dept. COUNCIL COMMENTS. Mr. Cuson expressed appreciation to Mayor Steve Clark for the County's promotion of the Hurricane Parade; complimented the Recreation Department on publication of the "Parents Packet". Mrs. Jensen pointed out to Mr. Lodge that when the property (5.42 acres) was purchased it was with the understanding that it would be used for a pitch and putt course. Mr. Spahn, in referring to the public meeting, stated that it should be gratifying to some people to know that they can get a chance to say how they feel and that we are inter- ested in hearing -what they whnt, if they will come out and let us know. Mayor O'Connor added that the administration means to keep an open mind and is interested in the wellbeing of this community as well as the financial standpoint. The Mayor also acknowledged receipt of letters complimenting Mike Zoovas on the excellent job he did at the Club. PUBLIC COMMENTS. Mr. Mel Roberts asked about the free memberships that had been given out by the former Club Manager. Mr. Forney stated that he had reviewed this and had withdrawn these memberships.
