11-01-1983 Regular MeetingREGULAR MEETING MIAMI SHORES VILLAGE COUNCIL November 1, 1983 The regular meeting of the Miami Shores Village Council was held on November 1, 1983, at the Village Hall, commencing at 7:30 p.m., with the following Council members present: Mayor Kevin O'Connor Elspeth Jensen Herbert Spahn, Jr. Terry Cuson Absent: Robert J. Lodge Also present: L. R. Forney, Jr., Village Manager William F. Fann, Jr., Village Attorney The meeting was opened with an invocation given by Father John McLaughlin of St. Martha's Catholic Church, followed by the Pledge of Allegiance. PRESENTATION: Mr. John Hoerber, a resident of Miami Shores and a Veteran of World War II Battle of the Bulge, attended in Clervaux, Luxembourg, the dedication of a monument to the American G.I.'s who par- ticipated in the Battle. On this occasion Mr. Hoerber presented the Lord Mayor of Clervaux with congratulatory letters from Governor Graham, Florida Senators and the Mayor of Miami Shores. In turn a water coloring of the Clervaux City Hall, a castle dating back to 1381, was sent to Mayor O'Connor and presented at this meeting. MINUTES: (a) Council Meeting 10/18/83 - approved as written by motion made by Mr. Cuson, seconded by Mr. Spahn and passed unanimously. (b) Beautification Committee 10/11/83, receipt acknowledged. (c) Planning & Zoning Board 10/27/83. MOTOR POOL FENCE. A recommendation was made by the Village Manager to accept the low bid of $4,086.00 made by Best Fence Co. for installation of a fence around the motor pool at the Public Works Dept. Mr. Cuson moved approval of the bid of $4,086.00 from Best Fence Co. to enclose the motor pool area. The motion was seconded by Mrs. Jensen and passed unanimously. PROPERTY NORTH OF THE COUNTRY CLUB. Following receipt of a layout and survey report on the 5.42 acres, prepared by McIntosh Associates, with estimated costs of development, Mr. Forney, in a report to Council, requested direction as to proceeding as well as approval for a new land appraisal. 11/1/83 -2- Council members discussed whether or not an updated appraisal should be secured before a public hearing is held to find out how the public feel about selling a portion of the land. Mr. Cuson moved the Council set a date for a public hearing on this issue. Mayor O'Connor passed the gavel to Mrs. Jensen and seconded the motion and it passed 4/1 with Mrs. Jensen dissenting as she stated she is opposed to any proposed sale of the land. It was suggested that the hearing be held in January at either the Community Center or the Country Club depending on availability, to be decided at the next meeting. CHAMBER OF COMMERCE REQUEST TO COVER PARKING METERS DURING CHRISTMAS HOLIDAYS The Chamber request to cover parking meters was approved by motion made by Mr. Cuson, seconded by Mr. Spahn and passed unanimously. APPROVAL OF PAY AND CLASSIFICATION PLAN, revised per workshop 10/11/83. Mrs. Jensen questioned the freezing of salaries when employees reach the top of their pay ranges. Mr. Forney stated such cases could be considered at the biannual review by Council or more frequently if recommended by the Village Manager. Mr. Cuson asked about the paragraph permitting the Village Manager to create new positions. Mr. Forney stated that this is controlled by budget appropriations. The Pay & Classification Plan was then approved unanimously by motion made by Mr. Cuson and seconded by Mr. Spahn. SPECIAL PAY INCREASES. In a report to Council Mr. Forney recommended the following pay increases: Public Works Director from $27,450.28 to 29,979.40. Finance Director from $28,933.32 to 30,046.80. Village Clerk from $24,245.52 to 25,000.00. Pool Manager from $16,622.32 to 17,527.40. Garage Foreman from $19,136.00 to 19,760.00. Mrs. Jensen moved approval of these special pay increases. The motion was seconded by Mr. Spahn and passed by three affirmative votes as Mr. Cuson was absent during this vote. DOWNTOWN DEVELOPMENT. Fran Farina, President of the Miami Shores Chamber of Commerce, reported to Council primary areas of review for the proposed 11/1/83 -3- Downtown Redevelopment Board, as outlined in her letter of October 27, 1983, and suggested a workshop with all inter- ested parties. Mr. Cuson moved that the Council instruct the Village Manager to set up a workshop on this subject, as soon as possible. The motion was seconded by Mrs. Jensen and passed unanimously. VILLAGE MANAGER'S REPORT: (a) FPE negotiations - contract negotiations at a standstill, no contract as of now. (b) Golf carts - reported there are 4 years remaining on the existing contract for the carts, which is not satisfactory. A new contract is being proposed with a new fleet of carts that will be within the framework of the existing contract. It was suggested by Mr. Spahn that one of the new carts be available for trial prior to signing the contract. (c) Club membership report - as of 11/1/83, 982 members. ANNOUNCEMENTS: (a) Children's Book Week at Library beginning Sat., Nov. 12, with Book Fair, Costume contest, sidewalk drawings, food & craft booths. (b) Mayor's Task Force Ball - Nov. 19. (c) Special events at the Country Club during November. (d) Fraternal Order of Police Barbecue Nov. 20, 1983, see Police Dept. employees for tickets - $6.00. (e) Village Blood Drive Nov. 30, at Community Center, 9:00 a.m. to 12 noon. COUNCIL COMMENTS: Mr. Cuson commended Bob Robinette and Cheryl Patton on their marketing program at the Club. Presented on behalf of the Mayor a proclamation for Culturefest at FIU. Congratulated our younger citizens who attended the U.S. Open Karate Tournament. Mayor O'Connor announced that Thursday, November 3 is Evelyn Hernandez' 25th birthday (Neighbors reporter). Mrs. Jensen said she had read in the paper that we could get the trains to stop whistling, and asked for a comment on this. Mr. Forney reported we are presently recording the times the whistling is taking place, that we are not in a position to enforce the ordinance at this time. PUBLIC COMMENTS: Mr. Sig Derman asked about details of the golfing agreement with the Sheraton Bal Harbour. Mr. Forney stated this is on file. -4 - Mr. Ed Abdella announced that the Recreation Advisory Committee is having a wine & cheese party at the Recreation Center on December 2nd, to raise funds for team expenses, donation $5.00.
