10-11-1983 Workshop Meeting10/11/83 WORKSHOP ON PAY & CLASSIFICATION PLAN MIAMI SHORES VILLAGE COUNCIL October 11, 1983 - 7:30 p.m., Village Hall Present: Mayor Kevin O'Connor Elspeth Jensen Herbert Spahn, Jr. Terry Cuson Absent: Robert J. Lodge Also Present: L. R. Forney, Jr., Village Manager Donald G. Long, Long Associates In a report to Council Mr. Forney reviewed the Pay & Classification Plan as prepared by Long Associates, which basically reduces the number of pay systems down to two: the PBA employees and all others It also changes the 5% merit step increases to a more flexible increase between zero and 5%. The report also answered several questions on the operation of the plan which were raised by Mr. Spahn. Mr. Forney concluded with a request for (a) concurrence of the Plan and (b) approval of the special pay increases he had requested independent of the Plan. Some of the areas of concern as voiced by members of Council: - Using pay ranges a department head would be allowed to hire above the minimum range for whatever reason; the department head should be given parameters based on need. - Special merit increases should come to Council. - A form of longevity could be provided with a % increase for 10 years and over. - Discussed payouts of sick time on termination/retirement; maximum of 720 hours permitted by contract stipulation. Indicate which positions receipt additional pay, i.e. as of food and beverage sales; should be indicated on pay plan and budget. - Indicate split of tip money, i.e. one percent to chef, one percent to head bartender and two percent to banquet manager. - Membership Director salary should indicate bonus commission plan. - Waiters and waitresses should be listed with a pay range, as well as tennis and golf pro. - Tennis and golf pro should list other compensation, i.e. pro shop, lessons, etc. 10/11/83 -2- - Didnot agree on a Director of Golf. - Wanted Golf pro's job fully outlined. - On heads of departments allow the Manager a range to negotiate for a person rather than tieing then in. Negotiated rates and merit increases to be approved by Council. - Should cost -of -living increases be put in the ranges? Generally agreed they should not be applied to the ranges. - Concerning merit increases - %, Council generally agreed zero or from 2 to 5%. - Suggested putting 3% COL on pay ranges upper level but not on lower level. - Should COL 3% increase affect upcoming 5% step increases? The Council generally agreed that the Manager should come up with a proposal as to exactly what he wants and the proposed dollar cost. The meeting adjourned at 11:00 p.m. Village Clerk
