MIAMI SHORES VILLAGE COUNCIL
October 4, 1983
The regular meeting of the Miami Shores Village Council was held
on October 4, 1983, at the Village Hall, commencing at 7:30 p.m., with the
following Council members present:
Mayor Kevin O'Connor
Elspeth Jensen
Robert J. Lodge
Herbert Spahn, Jr.
Terry Cuson
Absent: None
Also present: L. R. Forney, Jr., Village Manager
William F. Fann, Jr., Village Attorney
The meeting was opened with an invocation given by Ms. Ann
Vigneron, Village Clerk, followed by the Pledge of Allegiance.
MINUTES:
(a) Council meeting 9/20/83 - approved as written by motion
made by Mr. Cuson, seconded by Mr. Lodge and passed
unanimously.
(b) Historic Preservation Board 9/19/83, receipt acknowledged.
(c) Recreation Advisory Committee 9/19/83
(d) Planning & Zoning Board 9/22/83,
COMPUTER PROPOSAL.
Mr. Forney reported on the project of buying a new
computer. He stated that the search has been narrowed down
to two vendors, who will discuss their proposals tonight,
and, further, that he recommended continuing with Dr. Cossaboom's
contract through the negotiation phase for the procurement of
the computer system.
Dr. Shirley Cossaboom, Computer Consultant, Compson Co.,
stated that depending on the best solution the cost would be
on the low side $68,000 - $70,000, or high of $90,000, if every-
thing was taken. She also discussed lease or purchase options.
The first representative to speak was Gordon Kramer of
Alexander Grant & Co., a local and national auditing firm.
His company was offering an Ads Mentor 3000 computer with
complete software and hardware, the basic machine being an
NCR computer, which would be serviced by NCR. Mr. Kramer stated
that they have their computer in approximately 30 cities, four
of which are located in South Florida.

The second company representative to speak was Steve
Wood with NCR, who stated he has 18 municipal clients under
his responsibility in this tri -county area; that he was
offering the NCR computer with its own hardware and software.
In the Council discussion that followed questions were
asked about the mini vs. micro computers and how much computer-
ization they felt was needed. To continue with Dr. Cossaboom's
services Mr. Cuson moved that the expenditure of $750.00 for
the negotiation phase be approved. The motion was seconded by
Mr. Spahn.
Mr. Lodge stated he wanted more time for consideration
and moved to table the item until next meeting. The motion was
seconded by Mrs. Jensen. The following vote was called:

The motion failed 2/3.
Mr. Cuson's original motion for approval of the $750.00
expenditure was then voted on and passed 4/1 with Mr. Lodge
dissenting.
MEMBERSHIP IN THE GREATER MIAMI CHAMBER OF COMMERCE.
Mr. Forney reported that Miami Shores Village is now a
member of the Greater Miami Chamber of Commerce;
that $200.00 was received from the Mayor's Task Force,
$100 from the Property Owners Assoc., $50.00 from Mr.
Carl Paxton and $650.00 from three realtors - Laura
McCarthy, Baden and Bowen-Frix.
PROPOSAL ON GUEST USE OF THE POOL.
In a report to Council Mr. Forney explained that the
Recreation Comprehensive Plan does not include guest
use of the swimming pool. Guest use of all other recrea-
tion facilities is restricted to "house guests". As the
swimming pool has been permitting guests of residents not
necessarily house guests, without creating any overcrowd-
ing, the Recreation Director proposed this be spelled out
in the Comprehensive Plan. Mr. Cuson moved that the
proposal made to the Comprehensive Plan regarding guest
use of the pool be approved. The motion was seconded by
Mr. Spahn and passed 4/1 with Mrs. Jensen dissenting as she
has had complaints about continued use of the pool by
non-residents.

ORDINANCE AMENDING CODE RE MEMBERSHIP IN MIAMI SHORES COUNTRY
CLUB, first reading.
The following ordinance was read by title only:

SECTION 15-47 and SECTION 15-49, CODE OF ORDINANCES,
MIAMI SHORES VILLAGE, FLORIDA; ELIMINATING CERTAIN
MEMBERSHIP RESTRICTIONS IN THE MIAMI SHORES COUNTRY
CLUB.
Upon motion made by Mr. Cuson and seconded by Mr. Spahn the
ordinance was unanimously passed on first reading.

VILLAGE MANAGER'S REPORT:
(a) Mr. Forney stated that letters have been sent to
architects who have experience in library work,
soliciting proposals on this project.
ANNOUNCEMENTS:
(a) Racquetball courts - Recreation Director reports
courts have been completed.
(b) Woman's Club Trash & Treasure Sale, Oct. 5-6-7, at
the Community Center.
(c) Council Workshop on pay plan, Oct. 11, 7:30 p.m.
(d) Optimist Barbecue, Oct. 26, at M. S. Country Club.
(e) Haunted House Costume Party at Community Center,
Oct. 28, 7-8 p.m.
(f) Halloween Party at Country Club, Oct. 29.
COUNCIL COMMENTS:
Mr. Cuson complimented the Club on asking for ID's for
service; enjoyed Unity Day; approved action to permit
guests of residents in the pool; complimented a resident,
Joe Schwartz, on the landscaping at his home (1304
N. E. 104th St.) which was written up in the Garden
Section of the Miami Herald 10/1/83.

Mrs. Jensen complimented the Neighbors on their
critical article on the massage parlors on N. W.
7th Ave.
Mr. Lodge recommended that the Mayor advise the
people of the work/projects of the Mayor's Task Force.
