BUDGET HEARING
MIAMI SHORES VILLAGE COUNCIL
September 8, 1983
A public hearing on the proposed budget for the fiscal year
1983-84, as advertised, was held on September 8, 1983, 7:30 p.m., at
the Miami Shores Community Center. The following members of Council were
present:
Mayor Kevin O'Connor
Elspeth Jensen
Robert J. Lodge
Herbert Spahn, Jr.
Terry Cuson
Absent: None
Also present: L. R. Forney, Jr., Village Manager
William F. Fann, Jr., Village Attorney
Department Heads: Police Chief Fletcher,
Tom Benton, J. D. Varney, Gail
Macdonald, Frank LuBien, Bob Robinette,
Fred Vann, and Elizabeth Esper
Approximately 30 residents were also in attendance.
The meeting was opened by Mayor O'Connor who announced that this
is a public hearing to consider the tentative general fund budget for the
fiscal year 1983-84 and the tentative millage rate, as well as the pro-
posed Country Club budget.
The Mayor stated that the tentative millage, 6.60, does exceed
the roll -back millage of 6.375, which represents a 3.53% increase in
property taxes above what would have been raised at the roll -back level.
He then outlined the agenda procedure including an opportunity for public
comments prior to adoption of the tentative budget.
GENERAL FUND BUDGET
Mr. Forney reviewed departmental expenditures, highlighting
new programs, personnel and equipment. A resident asked if
the paving program included the alleyways. Mr. Benton, Public
Works Director, answered that the alleys in need of repair
would be paved.
Mr. Cuson made a plea for an additional maximum annual expendi-
ture of $600.00 for a telephone at the Tot Lot, and moved that
the Recreation Department budget be amended to include an
additional expense of $600.00. Mayor O'Connor relinquished
the gavel to Mrs. Jensen and seconded the motion. On a roll
call vote the motion passed unanimously.

Mr. Lodge then moved that the transfer from the general
fund be increased by $600.00. The motion was seconded by
Mr. Spahn and passed unanimously.
Mr. Lodge moved for approval of the TENTATIVE MILLAGE of
6.60, and seconded by Mr. Cuson. Mayor O'Connor stated
that he still feels that the transfer from the surplus
funds for this year's budget is extensive and that we are
adopting a millage rate that is too low. The Mayor added
that he thought we should have gone to the maximum allowable
limit (on millage). Mr. Cuson concurred in this statement.
A roll call vote was taken on the motion to approve the
tentative millage at 6.60, with the following results:

The motion passed 3/2.
COUNTRY CLUB BUDGET
Mr. Forney reviewed the Club expenses by departments.
Mr. Mel Roberts, 370 N. E. 101st St., stated that the adminis-
trative cost seems to be going up all the time.
Mrs. Thelma Calley, 1201 N. E. 102nd St., and her daughter,
Mrs. Joyce Pettis, discussed the membership secretary and
failure of membership committees in the past to secure
resident members. Mrs. Calley criticized appearance and decor
of the bar.
Mr. Charlie Leeds, 1177 N. E. 104th St., asked about the golf
supervisors, who paid them.
Mr. Roberts asked why the housekeepers were in the Locker Room
budget. Mr. Forney said this would be changed.
The salary of the Golf Superintendent was discussed as to how
it will be allocated if the Golf Pro continues responsibility
for the course maintenance.
A resident at 19 N. W. 99th St., asked for lighted tennis courts
and a lighted driving range.
Concerning membership dues - General Members will be limited to
one 18 hole round per month. Mrs. Pettis felt the dues
increase should be across the board. Mr. Forney explained
explained that this would only increase inequities that now exist.

ADOPTION OF TENTATIVE GENERAL FUND BUDGET
Mr. Lodge moved that the tentative budget, as amended,
be adopted. The motion was seconded by Mr. Cuson and
passed.
ADOPTION OF COUNTRY CLUB BUDGET
Mr. Lodge moved that the Country Club budget be adopted.
The motion was seconded by Mr. Cuson and passed unanimously.
