MIAMI SHORES VILLAGE COUNCIL
April 5, 1983
The regular meeting of the Miami Shores Village Council was held
on April 5, 1983, 7:30 p.m., at the Miami Shores Country Club, with the
following Council members present:
Mayor Robert J. Lodge
Herbert Spahn, Jr.
Donald W. McIntosh
Henry A. Everett
Elspeth Jensen
Absent: None
Also present: L. R. Forney, Jr., Village Manager
William F. Fann, Jr., Village Attorney
This meeting was held at the Country Club so that appreciation
could be extended to members of all Council appointed committees and
boards.
The meeting was opened with an invocation given by Father Thomas
R. Wilson of St. Rose of Lima Catholic Church, followed by the Pledge of
Allegiance.
MINUTES:
(a) Council meeting of March 15, 1983 - approved as written
by motion made by Mrs. Jensen, seconded by Mr. Spahn
and passed unanimously.
(b) Historic Preservation Board 3/21/83 - received.
(c) Planning & Zoning Board 3/24/83 - received.
PLANNING BOARD RECOMMENDATIONS/DENIALS:
Item 4, minutes of 3/24/83 - Wood trim, 360 N. E. 105th St.
At the request of Mr. Barrows,
owner, this item was deferred.
INCREASE IN POLICE LIABILITY COVERAGE.
In a report to Council Mr. Forney recommended that the
Police Liability insurance coverage be increased from one
million to three million aggregate. This recommendation
was based on recent liability actions against Police Officers
being brought under Federal Civil Rights legislation.
Mr. McIntosh thought the Council should analyze our complete
insurance program for fuller coverage. Mr. Everett concurred
in this suggestion and moved that the Council accept the
recommendation of the Village Manager on increasing Police

Liability coverage. The motion was seconded by Mr. Spahn
and passed unanimously.
VILLAGE MANAGER'S REPORT:
(a) Dual taxation study - a letter was received from the
Mayor of Coral Gables inviting us to participate in
a dual taxation study at cost of $150.00. Mr. Forney
recommended deferring action on this until May.
(b) Increase in garbage disposal fees - Mr. Forney reported
we have been notified by Dade County that our disposal
fees have been increased to $16.00 per ton which will
cost us an additional $15,000 from now until the end of
the year. Mr. Forney added that we will be able to
cover this without additional appropriation.

PUBLIC COMMENTS:
Mr. Kevin O'Connor announced that the M.S. Property
Owners Assoc. would hold a business meeting at 7:00 p.m.
and hear the candidates at 7:30, Wed. April 6.
