03-01-1983 Regular MeetingREGULAR MEETING MIAMI SHORES VILLAGE COUNCIL March 1, 1983 The regular meeting of the Miami Shores Village Council was held on March 1, 1983, 7:30 p.m., at the Village Hall, with the following Council members present: Mayor Robert J. Lodge Herbert Spahn, Jr. Donald W. McIntosh Henry A. Everett Elspeth Jensen Absent: None Also present: L. R. Forney, Jr., Village Manager William F. Fann, Jr., Village Attorney The meeting was opened with an invocation given by Rev. Matthew Kerestes of the Advent Lutheran Church, followed by the Pledge of Allegiance. MINUTES. (a) Council meeting of February 15, 1983 - approved as written by motion made by Mr. Spahn, seconded by Mrs. Jensen and passed unanimously. (b) Historic Preservation Board 2/14/83 - received. (c) Planning Board 2/24/83 - received. HISTORIC LANDMARK. Weise House, 121 N. E. 100th Street, constructed 1925. At the meeting of 2/24/83 the Historic Preservation Board recommended that the Weise House, 121 N. E. 100th St., be designated as an Historic Landmark. Ms. Marty Stofik, Chairman of the Board, was present to review the history of the house. Mrs. Jensen moved that the Weise house be named an Historic Landmark. The motion was seconded by Mr. Spahn and passed unanimously. Ms. Stofik reported on the status of the Miami Shores Elementary School in regard to a conflict between Dade County and the School Board with regard to landmark designa- tion. Mayor Lodge assured Mrs. Stofik that the Council would accept our Preservation Board's recommendation on this school. -2 - PLANNING BOARD RECOMMENDATIONS/DENIALS. Meeting 3/1/83 of 2/10/83, Item (3): Non -conforming roof, 875 N. E. 92nd St., Paul Kittredge, owner. The Board recommended approval of re -roofing with fiberglass shingles based on the fact that the existing structure will not support a tile roof as substan- tiated by an engineering report. Mr. McIntosh moved approval of the Planning Board recommendation. The motion was seconded by Mr. Spahn and passed unanimously. Meeting of 2/24/83, Item (2): Approval of Signs for Mr. Grocer Corp., 9899 N. E. 2nd Ave. A discussion took place concerning the use of this property for a grocery store selling beer and wine in conjunction with the sale of gasoline which is prohibited by our zoning ordinance. Mr. Donald Gorenberg of Mr. Grocer Corp., argued that the definition of "service station" did not fit this operation. Mr. McIntosh did not want to approve anything on this site until the question of beer and gasoline is resolved and he moved to table approval of signs. The motion was seconded by Mrs. Jensen and passed unanimously. APPOINTMENT OF ELECTION BOARD - Council election of 4/12/83. E. 110th St. 160 N. E. 95th St. RESOLUTION CREATING BEAUTIFICATION COMMITTEE. Changes were made to the proposed resolution creating a committee of five persons instead of seven, to suggest rather than "prepare" plans for beautification of various Village buildings, and to limit the Chairman's term to no more than two years. The resolution was then approved 3/1/83 -3- unanimously by motion made by Mr. Spahn and seconded by Mrs. Jensen; said resolution being RESOLUTION N0.748-83 A RESOLUTION CREATING A BEAUTIFICATION ADVISORY COMMITTEE, ESTABLISHING ITS MEMBERSHIP AND FIXING ITS DUTIES AND RESPONSIBILITIES. MID -YEAR RADE LEAGUE DINNER MEETING 3/11/83. No one indicated he or she would attend. VILLAGE MANAGER'S REPORT. (a) Racquetball courts - Mr. Forney reported that the proposed location of the racquetball courts was reviewed with Mr. McIntosh and found acceptable. Instructions have been given to Greenleaf-Telesca to prepare bids. (b) School traffic signs - Mr. Forney was notified that Dade County will furnish Miami Shores Elementary School with speed limit signs during the next 22 to 6 months. Mr. Spahn suggested that we get these signs and erect them ourselves. (c) Use of men's lockerroom - 80% of the lockers have been sold. ANNOUNCEMENTS: (a) Library Art Exhibit thru 3/12/83. (b) St. Patrick's Day Dinner Dance at Club, 3/17/83. (c) Spring Cotillion Ball, 3/19/83. (d) Circus Parade, 3/24/83, 3:00 p.m., N. E. 2nd Ave. (e) Musical Dinner Theatre at Club, 3/27/83. (f) Day at Hialeah, 3/30/83. (g) Merchants Assoc. has prepared a Miami Shores Shoppers' Guide.
