MIAMI SHORES VILLAGE COUNCIL
February 15, 1983
The regular meeting of the Miami Shores Village Council was held
on February 15, 1983, 7:30 p.m., at the Village Hall, with the following
Council members present:
Mayor Robert J. Lodge
Herbert Spahn, Jr.
Donald W. McIntosh
Elspeth Jensen
Absent: Henry A. Everett
Also present: L. R. Forney, Village Manager
William F. Fann, Jr., Village Attorney
The meeting was opened with an invocation given by Father John
McLaughlin, St. Martha's Catholic Church, followed by the Pledge of
Allegiance.
PRESENTATION: Village Clerk's 35th Anniversary with the Village
Mayor Lodge on behalf of the Village Council presented the
Village Clerk, M. Antoinette Vigneron, with a plaque commemorating
her 35 years with the Village, which was accompanied by a gift
of a Japanese ming tree.
MINUTES:
(a) Council meeting of February 1, 1983 - approved as written
by motion made by Mr. Spahn, seconded by Mrs. Jensen and
carried unanimously.
(b) Planning Board - 2/10/83, receipt acknowledged.
PLANNING BOARD RECOMMENDATIONS/ DENIALS.
Items from the meeting of February 10, 1983 requiring Council
action were as follows:
2. Request for approval of plans for alteration of
building at 9899 N. E. 2nd Ave. by Mr. Grocer Corp.
These plans were approved by the Planning Board contingent
on signs being submitted at a later date.
A discussion was held concerning the parking and the
use of this property as a grocery store selling
gasoline. Mr. Stobs, Chairman of the Planning Board,
reported compliance with the zoning. Mr. McIntosh moved that
the Council uphold the action of the Planning Board. The
motion was seconded by Mrs. Jensen and passed unanimously.

Item 4. Request for approval of plans for Burger King
Restaurant, 9099 Biscayne Blvd.
The plans were approved by the Planning Board with signs
and landscaping, contingent on furnishing a tile mansard
roof. Mr. Spahn moved to uphold the Planning Board
action. Mr. McIntosh was concerned with the traffic
pattern and asked to amend the motion to stipulate that
approval of the traffic entry on Biscayne Blvd. would be
entirely up to the State Road Dept. Mr. Spahn accepted
the amendment and the amended motion was passed unanimously.
DETAIL ON RACQUETBALL COURTS.
Mr. Forney reported an estimated total cost of approximately
$40,000.00 for these courts which he recommended as a valuable
addition to our recreational facilities.
Mr. Soloman, engineer with Greenleaf-Telesca, presented plans
with a sketch as to what will be constructed and location.
He estimated the construction cost at $36,200 for two courts.
Mr. McIntosh moved that the Manager and the Recreation Director
reconsider the site location with the consultants to make sure
that it is the best location and then have plans drawn for this
concept, to be put out for bid with an alternate in the specs
for building one court now and one later on. The motion was
seconded by Mr. Spahn and passed unanimously.
COUNTRY CLUB FINANCIAL REVIEW.
Mr. Forney presented profit and loss, revenue and membership
reports for the Country Club as of the end of the first four
months of this fiscal year. Mr. Forney concluded that the Club
is functioning satisfactorily and there doesn't appear to be
any major problems at the present time. Mayor Lodge commended
the Club Manager and the Advisory Committee on their efforts in
this regard.
PROPOSAL FOR SUMMER CLUB MEMBERSHIPS.
In a memorandum from the Club Manager the Council was advised
that the Club Advisory Board has made a recommendation_for summer
membership programs for both tennis and golf: a Summer Tennis
membership from 4/1 to 9/30/83 at $150.00 per person, resident or
non-resident, a Summer Golf membership from 5/1 to 9/30/83, at
$120.00 per person, resident or non-resident. Mr. McIntosh moved
approval of the Club Advisory Board's recommendation on summer
memberships as follows, with the stipulation that such memberships
shall not be available to persons who have previously held any
type of regular membership within the past two years: a Summer
Tennis Membership from April 1 to Sept. 30 at $150.00 per person
and a Summer Golf Membership from May 1 to Sept. 30 at $120.00
per person. Mr. Spahn seconded the motion and asked about daily
guest privileges which Mr. Forney stated would be limited as is
presently done. The motion was then passed unanimously.

COST OF MAYOR'S APPRECIATION NIGHT - April 5, 1983.
In a report to Council Mr. Forney estimated the cost of this
program for Certificates of Appreciation for members of all
boards and committees and refreshments at the Country Club, to
be in the neighborhood of $600.00 for 100 people, if the Village
assumes full cost of the wine and cheese reception. Mr. Spahn
moved that the Council approve the expense for this appreciation
program. The motion was seconded by Mr. McIntosh and passed
unanimously.
VILLAGE MANAGER'S REPORT.
(a) Country Club membership report.
(b) Investment report 1/31/83 - average int. return 9.46%.
Mr. Forney reported that we are going to solicit bids on
banking services.
ANNOUNCEMENTS:
Mr. Forney announced that Detective Dick Masten had been named
Officer of the Month by the Dade Chiefs of Police for outstanding
work on a recent criminal case.

(b) Art Safari - Country Club 2/23/83.
(c) Manager's Cocktail Party - Country Club 2/24/83.
(d) Spring Cotillion 3/19/83.
(e) Circus Parade 3/24/83.
(f) Day at Hialeah 3/30/83.
COUNCIL COMMENTS.
Mrs. Jensen reported that the school zone traffic signs have never
been put up on 103rd Street and on 6th Avenue. Mr. Forney stated
that the County had not funded signs for this school. The Council
agreed to fund the signs to get them up.
PUBLIC COMMENTS.
Mr. Terry Cuson brought up a traffic problem at the Field House
where they need traffic signs.
