02-01-1983 Regular MeetingREGULAR MEETING MIAMI SHORES VILLAGE COUNCIL February 1, 1983 The regular meeting of the Miami Shores Village Council was held on February 1, 1983, 7:30 p.m., at the Village Hall, with the following Council members present: Mayor Robert J. Lodge Herbert Spahn, Jr. Donald W. McIntosh Henry A. Everett Elspeth Jensen Absent: None Also present: L. R. Forney, Village Manager William F. Fann, Jr., Village Attorney The meeting was opened with an invocation given by Rev. Vern Worcester of the Miami Shores Christian Church, followed by the Pledge of Allegiance. MINUTES: (a) Council meeting of January 18, 1983 - Approved as written by motion made by Mrs. Jensen, seconded by Mr. Spahn and passed unanimously. Receipt of the following acknowledged: (b) Historic Preservation Board - 1/17/83. (c) Recreation Advisory Board - 1/17/83. (d) Pension Board - 1/26/83. (e) Planning Board - 1/27/83. HISTORIC LANDMARKS. Ms.Marty Stofik, Chairman of the Historic Preservation Board, was present to review the first named buildings recommended for historic landmark designation by the Board. They are listed as follows: 1. Miami Shores Community Church pump house (now chapel) 9823 N. E. 4th Avenue Built circa 1925 Mr. McIntosh moved that the recommendation of the Historic Preservation Board in regard to this building be approved. The motion was seconded by Mr. Spahn and passed unanimously. 2. Grand Concourse Apartments 421 Grand Concourse Designed by architect Robert Law Weed, circa 1925 Approved as historic landmark by motion made by 2/1/83 - 2 - Mrs. Jensen, seconded by Mr. McIntosh and passed unanimously. (3) The Wright house (owner Mrs. Nell Alexander) 262 N. E. 96th Street Built circa 1925-26 Approved as historic landmark by motion made by Mrs. Jensen, seconded by Mr. Spahn and passed unanimously. (4) Miami Shores Elementary School 10351 N. E. 5th Avenue Constructed in 1929 while in City of Miami Mrs. Stofik reported that the School Board has asked for deferment on this building until County and School Board officials determine whether or not school properties will come under local jurisdiction in the matter of historic sites. (5) Tyler House (owner Mrs. Hansford Tyler, Jr.) 431 N. E. 94th Street Built circa 1925, believed to be the first house constructed in the Miami Shores Subdivision. Approved as historic landmark home by motion made by Mr. Everett, seconded by Mrs. Jensen and passed unanimously. It was requested that information on historic landmark homes be displayed at the Library. Mrs. Stofik stated that the Librarian is working with her in arranging the display. The Council commended Mrs. Stofik and the Historic Preservation Board for its dedication to this project. PRESENTATION: In recognition of the outstanding season of the MIAMI DOLPHINS FOOTBALL TEAM, acknowledging their contribution to our community, and honoring residents Joe Robbie, owner of the team and A. J. Duhe, outstanding team member, Mayor Robert J. Lodge proclaimed January 30 through February 4, 1983 as A. J. Duhe - Miami Dolphins Week in Miami Shores Village, calling upon our citizens to join us in commending them and proclaiming our pride in their achievements. Both Joe Robbie and A. J. Duhe were present to receive a copy of this proclamation. 2/1/83 -3- JANUARY BUDGET EXECUTION REVIEW REPORT. In a report to Council Mr. Forney reviewed the first quarter revenue and expense changes to be made to the budget. A copy of the detailed transfers is attached. Discussion arose over the the $44,412.00 estimate of the racquetball courts, for which only $20,000.00 was budgeted. An engineer from Greenleaf-Telesca stated he had estimated $18,100 per court which was misunderstood as the cost for two courts. Mr. McIntosh thought that $44,000 was too expensive for the courts and moved that this item be tabled until plans and specifications are received by Council as to where it is going and what is to be built. The motion was seconded by Mr. Everett and passed unanimously. Mr. Forney reviewed each of the other transfers and explained the reasons for them, total fund transfer - $68,172.00 as presented. By eliminating the racquetball courts the amount of $43,731.00 was approved for transfer as recommended by the Village Manager with a motion made by Mr. McIntosh, seconded by Mr. Spahn and passed unanimously. Mr. Forney also asked for approval to increase the salaries of the Finance Director, the Recreation Director and the Club Manager, 6% from February 1 through this fiscal year. Mr. Spahn moved that the Council approve the Village Manager's recommendation on the salary increase for three department heads. The motion was seconded by Mrs Jensen and passed unanimously. MEETING FOR MAYOR'S APPRECIATION TO BOARDS & COMMITTEES. Mayor Lodge asked that this meeting be held on the first meeting in April at the Miami Shores Country Club to present certificates of appreciation to the members of the various boards and committees, with wives and husbands to be invited and refreshments served. An estimate of the cost of this occasion was requested. ANNOUNCEMENTS: (a) Valentine dinner dance - Country Club 2/11/83. (b) Art Safari - Country Club 2/23/83. (c) Manager's Cocktail Party - Country Club 2/24/83. (d) Spring Cotillion Ball - 3/19/83. The Mayor also announced the 50th wedding anniversary of Mr. and Mrs. Noel Ebanks, 262 N. W. 111th Terrace. Miami Shores contestants in the Elizabeth Arden Pro/Am Golf Tournament - Charles Leeds, Jan Spahn. - 4 - COUNCIL COMMENTS: 2/1/83 Mrs. Jensen stated she would not be able to attend the next Board meeting of the Dade League, if anyone else would care to go. Mrs. Jensen also gave Mr. Forney a copy of the proposed Metro ordinance on Biscayne Bay Management, for review. Mr. Everett added his enthusiasm for recognition of Joe Robbie, A. J. Duhe and the Miami Dolphin team. Mr. McIntosh asked when the Council would have the four months review on the Country Club, which Mr. Forney stated would be available at the next meeting. PUBLIC COMMENTS: Mr. Sig Derman complimented the Club Manager on the great Super Bowl party at the Club. ADJOURNMENT: 8:30 p.m. -a...LA...a./ Village Clerk
