01-18-1983 Regular MeetingREGULAR MEETING MIAMI SHORES VILLAGE COUNCIL January 18, 1983 The regular meeting of the Miami Shores Village Council was held on January 18, 1983, 7:30 p.m., at the Village Hall, with the following Council members present: Mayor Robert J. Lodge Herbert Spahn, Jr. Donald W. McIntosh Elspeth Jensen Absent: Henry A. Everett Also Present: L. R. Forney, Village Manager William F. Fann, Jr., Village Attorney The meeting was opened with an invocation given by Rev. Grady Perryman of the Miami Shores Presbyterian Church, followed by the Pledge of Allegiance. PRESENTATIONS: Ms. Sue Steele presented Mayor Lodge on behalf of the Village, with a plaque in recognition of leadership in energy con- servation as evidenced by the conversion of the street lights to high pressure Sodium Vapor lighting. Recognition was given by Mayor Lodge on behalf of the Beautifica- tion Committee and Chairman Mildred Sayers, to the following winners of the Christmas home lighting contest: East of Biscayne Blvd. #1 - Mr. & Mrs. Benjamin Pumo 1500 N. E. 101st St. Runner up - Mr. & Mrs. Archie Thornton 1298 N. E. 95th St. Northeast #1 - Mr. & Mrs. Jack Rengstl 665 Grand Concourse Runner up - Dr. & Mrs. Horacio Aguirre 620 Grand Concourse Northwest #1 - Dr. & Mrs. J. E. Burch 170 N.W. 105th St. Runner up - Mr. William C. Knoph 114 N. W. 108th St. 1/18/83 - 2 - MINUTES: (a) Council meeting of January 4, 1983 - approved as written by motion made by Mrs. Jensen, seconded by Mr. Spahn and passed unanimously. (b) Code Enforcement Board, 1/6/83 - received. (c) Planning Board, 1/13/83 - received. (d) Country Club Advisory Board 12/1/82, 12/15/82, 1/12/83, received. It was noted on the Advisory Board minutes that recommenda- tions of the Board must be presented by the Village Manager. BID RECOMMENDATION - Re -surfacing Pool. Bids previously opened on re -surfacing tub of swimming pools were: TUTTLE'S POOL CO. METRO SANDBLASTING SNAPP INDUSTRIES INTER COASTAL CONST. $11,200.00 8,100.00 16,350.00 14,900.00 The Village Manager recommended acceptance of the low bid of Metro Sandblasting in the amount of $8,100.00, which was approved by motion made by Mr. Spahn, seconded by Mrs. Jensen and passed unanimously. PROPOSAL ON NON-RESIDENT INTERMEDIATE GOLF MEMBERSHIP. In a report to Council Mr. Forney presented a recommendation of the Club Advisory Board for the creation of a non-resident Intermediate golf membership at $500.00 per year, in conjunction with a reduction of the resident Intermediate golf membership from $560.00 to $350.00 per year. Mr. Swan, Chairman of the Board, reviewed the work by the Board and their recommendations. Mr. Spahn stated that he did not want to go along with the non- resident Intermediate at this time, in mid year; that he wanted to see the summer membership reinstituted with the cart re- quirement. Mr. McIntosh commended Mr. Swam and his committee on their work. His comments were that there are too many membership categories now, and that the value of this new type will have little effect on the financial situation at the Club. After further discussion the Council agreed, at Mr. McIntosh's suggestion, to wait for the Village Manager's financial report at the end of four months before further action. This will be placed on the agenda of the second meeting in February. 1/18/83 - 3 - VILLAGE MANAGER'S REPORT: (a) Country Club Revenue/Expense and Membership reports were presented to Council. (b) Investment report. (c) Charter revision - In a report to Council Mr. Forney reviewed the current status of the Village Charter and recommended hiring the Municipal Code Corporation to bring it into conformity with State law for a sum not to exceed $3,000. After some discussion Mr. McIntosh moved approval to go ahead with this work. The motion was seconded by Mr. Spahn and passed unanimously. (d) Re -construction of Police. Dept. - Mr. Forney reported that there will be an additional cost of $16,865, 9,865 for the holding cells and $7,000 for additional work on the flat roof section of the building. Mr. Forney was instructed to go back to the architect and find out why the holding cells were not covered in the drawings. ANNOUNCEMENTS: (a) Sun, Jan. 30 - SuperBowl Party at Country Club. (b) Sat., Jan. 29 - Pitch/Putt/Drive at golf course for children ages 4-17. (c) May. 19, Spring Cotillion Ball. COUNCIL COMMENTS: Mr. McIntosh asked about the racquet ball court and Mr. Forney stated that he is meeting with the engineer tomorrow. Mr. Spahn suggested that a resolution be prepared for the proposed membership changes at the next meeting it is discussed. ADJOURNMENT: 8:45 p.m. Village Clerk
