MIAMI SHORES VILLAGE COUNCIL
September 7, 1982
The regular meeting of the Miami Shores Village Council was held
on September 7, 1982, 7:30 p.m., at the Miami Shores Country Club. The follow-
ing members of Council were present:
Mayor Robert J. Lodge
Herbert Spahn, Jr.
Donald W. McIntosh
Absent: Henry A. Everett
Elspeth Jensen
Also present: L. R. Forney, Jr., Village Manager
William Yates, representing the Village Attorney.
The meeting was opened with an invocation given by Rev. Delos
Sharpton of the Miami Shores Baptist Church, followed by the Pledge of
Allegiance.
MINUTES:
(a) Regular Council meeting of August 17, 1982 - approved by
motion made by Mr. McIntosh, seconded by Mr. Spahn and
passed unanimously.
(b) Planning & Zoning Board meeting of August 26, 1982 -
receipt acknowledged.
PLANNING BOARD RECOMMENDATIONS OR DENIALS:
(a) Appeal of Frank Rubio, 1107 N. E. 104 St., on chickee hut -
deferred to 9/21/82, due to absence of Village Attorney.
(b) Appeal of Dr. M. Lebowitz, 1285 N. E. 102 St., on brick
veneer - deferred to 9/21/82 to allow Council & Planning
Board joint meeting.
(c) Revised site plan of Archdiocese, 9401 Biscayne Blvd.
deferred to 9/21/82 at request of property owner.
BID RECOMMENDATION:
(a) Winter Overseeding Grass
The Village Manager recommended acceptance of the
low bid from Lakeshore Equipment & Supply Company,
in accordance with the recommendation of the Greens
Superintendent. This bid was accepted by motion made
by Mr. Spahn, seconded by Mr. McIntosh and passed
unanimously.

ORDINANCES - second reading:
(a) Game machines
(b) License fee for game machines
Action on these ordinances was deferred until the arrival
of Councilwoman Jensen.
DISCUSSION OF BISCAYNE BAY APPRECIATION WEEK.
A letter was received from Dade County Commissioner Harvey Ruvin
of the Biscayne Bay Management Committee, requesting Village
participation in Biscayne Bay Appreciation Week. Mr. Forney
recommended that the Village become an official co-sponsor
and pass a resolution designating the period of October 2 thru
October 17th as Biscayne Bay Appreciation Week. The Council
agreed with the Manager's recommendation and a resolution will
be prepared for the next meeting.
VILLAGE MANAGER'S SALARY REVISION.
Mr. Forney reported to the Council that he had completed
6 months employment with the Village as of September 1,
1982, at which time it had been agreed that a 6% increase
in salary would be considered. Mr. Spahn moved that
the 6% increase be granted. The motion was seconded by
Mr. McIntosh and passed unanimously.
VILLAGE MANAGER'S REPORT:
The Village Manager presented a list of board members whose
terms will be expiring Sept. 30, 1982, as follows:
two Planning Board members, two Code Enforcement
members plus a new appointee this year, and the
five -members Personnel Appeals Board.
The Council asked for people who wish to serve on these boards.
ANNOUNCEMENTS:
(a) Joint meeting of Village Council and Planning Board,
Thursday, Sept. 9th, 7:30 p.m. at Community Center
to discuss roofs and masonry construction.
(b) BUDGET HEARING - 8:00 p.m. following this meeting.
