MIAMI SHORES VILLAGE COUNCIL
MAY 18, 1982
A regular meeting of the Miami Shores Village Council was held on
May 18, 1982, at 7:30 P.M., at the Village Hall, with the following Council
Members present:
Mayor Robert J. Lodge
Herbert Spahn, Jr.
Donald W. McIntosh
Elspeth Jensen
Absent: Henry A. Everett
Mr. L.R. Forney, Jr., Village Manager, and Mr. William Yates,
Acting Village Attorney, were also present.
The meeting was opened with an invocation by Mr. Mel Roberts,
followed by the Pledge of Allegiance.
Prior to commencement of this meeting, Mr. Dick Welsh, of Miami
Shores Masonic Lodge #315, F. & A. M., presented a certificate and
commemorative United States flag which had flown over the Capitol in
Washington to the Village in honor of its 50th Anniversary.
MINUTES - May 4th, 1982
Upon motion made by Mrs. Jensen and seconded by Mr. Spahn, minutes
of the meeting of May 4, 1982 were unanimously approved as written.
PLANNING BOARD MINUTES - May 13, 1982
Motion was made by Mrs. Jensen and seconded by Mr. McIntosh to
approve the minutes of the 13th of May and passed unanimously.

FIRST READING - HISTORIC PRESERVATION ORDINANCE
The Planning Board recommends the adoption of the Historic Preser-
vation Ordinance as prepared by the Village Manager, with a few minor
changes. The Ordinance was reviewed by the Historic Preservation
expert in Dade County with no adverse comments. The Chairman noted
that the Ordinance provides for owner approval before any final designation
of a site is declared historic. Mrs. Jensen made a motion for adoption of
the Ordinance, seconded by Mr. Spahn followed by discussion by the Council.
The Chairman then opened discussion to the floor. Mrs. Marty Stofik
of 35 N.E. 91st Street recommended positive action on this Ordinance, and
reiterated her statement made to the Planning Board that owner consent is
not required by Coral Gables, Miami, El Portal or North Miami and recommended
we follow by passing Ordinance that does not require owner's consent, and
adding ad-valorum tax relief.
The Council agreed to alter the wording in Section 5.B.4 of the
proposed Ordinance to require that each of the property owners in a
proposed historic district be required to consent to such a designation
before it could become effective rather than only a majority of such
property owners.
Following discussion the Ordinance, as altered, was approved
unanimously on first reading. The second reading of this ordinance
will be on June 15, 1982.
BURGLAR ALARM ORDINANCE - ITEM (3)
Burglar Alarm Ordinance, which establishes certain penalties for
false alarms, was submitted for first reading. This Ordinance eliminates
the permit system which would create an unnecessary burden on the City.

Mr. John Fletcher, Police Chief, opened the discussion explaining
the reasons the Police are requesting this Ordinance, stating that the
Department does have a problem with false burglar alarm calls. Chief
Fletcher recommended allowance for five false alarm calls in the
Calendar year, and thereafter escalating fines for repeaters, up to
$500.00 He stated these false alarm calls keep the police from conducting
legitimate duties.
Mr. Joe Lodge, 390 N.E. 102nd Street, addressed Chief Fletcher with
regard to allowance for five alarm calls over a year prior to penalty.
The Chief advised that the Department checked with other municipalities
and five calls were determined as reasonable.
It was noted that the Code Enforcement Board would work with the
Police Department to guarantee enforcement of this Ordinance.
With no further comments, the Ordinance was approved 3/1, on first
reading with Mr. McIntosh dissenting.
SUMMER GOLF MEMBERSHIP - GUEST DAYS
A proposal was submitted from the Country Club Golf Pro. The
specific proposal is to make available fifty special summer golf
memberships at a fee of $100.00 for residents, and $125.00 for non-
residents, with the stipulation that a golf cart must be used when
playing. The period of time covered is from June 1st through October
15th. The Club Advisory Committee endorses this idea, although they
felt the fee should be in the neighborhood of $200 to $300. This
program is to stimulate play during the slow summer months and to
interest people who previously have not been members in becoming
members of the Club. Mr. Forney, the Village Manager, recommends
the Council authorize the membership as outlined by the Club Pro.

This is actually a two-part proposal - summer golf membership and for
guest days.
(a) SUMMER GOLF MEMBERSHIP
The Chairman called for discussion re the summer golf membership.
Mr. Forney recommends the summer golf membership at reduced rates to
stimulate play during the slow months.
Mr. Howard Oberman, 1297 N.E. 92nd Street, a member of the
Advisory Board, suggests that the fee should be higher than proposed.
Following discussion, motion was made by Mr. Spahn that we accept
the recommendation of the Country Club Manager and the Country Club Golf
Pro for a single summer golf membership for a fee of $100.00 for residents
and $125.00 for non-residents, for the summer period from June 1st through
October 15th. They must use carts and not be former club members. The
motion was seconded by Mrs. Jensen and passed unanimously.
Mr. Charlie Leeds, 1177 N.E. 104th Street, questioned if single
memberships could bring guests; the answer was affirmative. Mr. Leeds
also stated that he thought the fee too low. Mr. Leeds was advised by
the Council that the fee was set to stimulate business during the summer
months; to bring people from the Shores in to the Country Club.
Mr. Ronald Von Wedel, 1665 N.E. 104th Street, recommended that
coupons be given to the summer golf trade for food or drink to stimulate
use of the Country Club. Mr. Von Wedel was advised that Mr. Robinette
is working on three avenues working together, golf, social and tennis,
and distributing flyers to stimulate business.

(b) GUEST DAYS
This was in effect last year, i.e., free guest days each Thursday
and Friday during the summer season, first implemented last season and
quite successful. Mr. Forney, Village Manager, recommends Council
authorize the institution of this practice again this year.
Mr. Spahn made a motion that we have free guest days, Thursday and
Friday, May 20th through October 31st, golf carts must be used and the
program would not be opened to summer memberships. The motion was
seconded by Mrs. Jensen and passed 3/1, with Mr. McIntosh dissenting.
PROPOSAL FROM QUAYSIDE ON GOLF MEMBERSHIPS - Item (5)
There was a recommendation from the Country Club Advisory Committee
with regard to non-resident golf memberships from Quayside. The recommenda-
tion was based on certain stipulations which at this point have not been
met; it is therefore not to the benefit of Miami Shores to review this
proposal at this time. The Mayor recommended that Council entertain a
motion to table this item. Mr. McIntosh moved to table non-resident
golf memberships fro Quayside, seconded by Mr. Spahn, and passed
unanimously.
WAIVER OF FORMAL BID PROCEDURE - KITCHEN STEAMER Item (6)
The Village Manager and Country Club Manager ask that the bid
procedure be waived and to open negotiations with S & S Stove Repair.
The Steamer is essential in Country Club operation. Mr. Spahn made a
motion that formal bid procedure be waived and the steamer be repaired,
$1,315.00, seconded by Mrs. Jensen, and passed unanimously.
VILLAGE MANAGER REPORT Item (7)
(a) Country Club Financial Report - Mr. Forney, Village Manager,
reported that Mr. Balgobin, Mr. Robinette and the Village Manager went

over in great detail the status of the Country Club as of the end of
April, and utilized two entirely different approaches to determine
projection for the balance of the year. The club should operate
normally for the balance of the year, but will face a deficit of
$49,407.00 at year's end. This is similar to the deficit of last year
that was absorbed by utilization of money which came in in September.
Mr. Forney stated that this was not a good solution, but he proposed
to continue operations without undue changes and would seek to over-
come continuing deficits which have taken place for two years. The
club is short 135 memberships from the number projected this year.
Had the projected membership been achieved, we would not have a deficit
in the budget this year.
Mr. Jim Stuart, 9280 N.E. 12th Avenue, questioned the deficit
which Mr. Forney clarified as being cumulative.
(b) CAPITAL BUDGET WORKSHOP
This workshop was proposed for May 25th. It was determined that
this would be placed on agenda, after Council meeting, of June 1, 1982.
ANNOUNCEMENTS:
1. May 27th - South Florida Blood Service Drive will be held at
the Community Center, 9:00 A.M. to 12:00 Noon.
2. May 27th - Public Hearing, Village Hall, 7:30 P.M. - Commercial
Vehicle Parking.
3. May 31st - Memorial Day - Services at 10:00 A.M. at Memorial
Park, Col. Bowen will give the address.
COUNCIL COMMENTS
Mrs. Jensen reported regarding the Dade League Legislative Report.
South Florida Water Management District asked Dade League to rescind
their resolution requiring municipalities to enforce water restrictions,
but it was unanimous that the members wanted it to remain as is.

Mr. McIntosh inquired if there were any plans at the Country Club
for Memorial Day. Hot dogs and hamburgers will be grilled, and a
barbecue will be held in the evening for club members only. The Council
requested that the Club Manager furnish them with copies of activities
to be held at the Club so they can be promoted through cable and to
people at the meetings.
Mr. McIntosh complimented and thanked the Mayor and property
owners for the Police Appreciation Program.
Mr. Spahn requested that the Village Newsletter come in a more
timely fashion.
Mr. Spahn also recommended a "welcome wagon" approach to new
residents.
There was a round of applause for the new Club Manager and the
good job he is doing on improving the meals at the Club. Note was
made of the increase in attendance at Sunday brunch.
