01-18-1982 Workshop Meeting1/18/82 WORKSHOP MEETING Miami Shores Village Council January 18, 1982 A workshop meeting of the Miami Shores Village Council was held on Monday, January 18, 1982, 7:30 p.m., at the Village Hall for the purpose of inter- viewing a Village Manager applicant and reviewing Country Club finances and membership changes. The following members of Council were present: Mayor Robert J. Lodge Herbert Spahn, Jr. Donald W. McIntosh Henry A. Everett Elspeth Jensen Also in attendance: John Fletcher, Acting Village Manager, William Fann, Village Attorney, Club Manager, Golf Pro, members of the Country Club Advisory Board and Club members. (1) Interview with Leslie R. Forney, Jr. Mr. Forney from Port Orange was present with his wife. Mayor Lodge stated that Mr. Forney was recommended for the Village Manager's position by the review committee of himself with Councilman McIntosh, Sam Ackley and Fred Maley. Following the interview, Mayor Lodge ascertained that it was the consensus of Council that Mr. Forney is the right person for Miami Shores. The Mayor recommended that Mr. Forney be hired at $35,000.00 with a salary review after six months for a possible 6% increase, a $250.00 mo car allowance without a Village car, 6% into retirement plus moving expenses. Mr. McIntosh proposed a limited figure on moving expenses. Chief Fletcher stated that he could take the Village vehicle (used by the former Village Manager) as replacement for a car that was totaled, and leave the insurance money in the insurance reserve fund. Mayor Lodge stated that the appointment would appear on the next agenda for action and an informal consent was unanimously given. (2) Country Club finances and membership. Chief Fletcher stated that there is a lack of written policies at the Club and in particular a disagreement on reimbursement of dues. He referred to Section 15-50 of the Village Code which he recommended be amended. Mr. Mclntost suggested that copies of Ordinance No. 356 be given to Council. Each member of Council received a packet of schedules prepared by the Finance Director, covering Country Club membership losses as well as dining room losses. 1/18/82 -2- In discussing membership revenues Mr. Spahn suggested that the whole year should be planned out and that a monthly guideline should be worked out and followed, that this plan should be presented by the Advisory Committee and the Manager. The Advisory Committee meets on the 2nd Tuesday of each month,they could come back with a recommendation by February 16th. The Finance Director thought there should be a performance policy or plan for the Club, or someone should come in monthly to do a food cost which could be done for about $1200.00. It was the consensus of Council that such a plan be deferred until the new Village Manager is aboard. Mayor Lodge made an announcement of the cocktail party to be held at the Club on Friday from 5-6 p.m. @ $5.00. Mr. Spahn brought up some questions concerning waiver of green fees and cart fees and stated that exceptions should be in writing. Golf pro Vann explained when green fees were waived for groups, which Mr. Spahn felt should be in a resolution. Chief Fletcher stated the administration should write these policies and added that he would get with Fred Vann and make recommendations to Council. The Council directed the Village Manager to review the policies on the Country Club and get them in writing. The meeting adjourned at 9:10 p.m. Village Clerk
