MIAMI SHORES VILLAGE COUNCIL
January 5, 1982
A regular meeting of the Miami Shores Village Council was held on
January 5, 1982, 7:30 p.m., at the Village Hall, following a Council workshop
held at 7:00 p.m. The following Council members were present:
Mayor Robert J. Lodge
Herbert Spahn, Jr.
Donald W. McIntosh
Henry A. Everett
Elspeth Jensen
Acting Village Manager John Fletcher and Mr. William F. Fann, Jr.,
Village Attorney, were also present.
The meeting was opened with an invocation given by Father John McLaughlin
of St. Martha's Catholic Church, followed by the Pledge of Allegiance.
Mayor Lodge announced,for anyone attending in regard to the Barry College
item,that it was not on the agenda and therefore would not be discussed.

PLANNING BOARD MINUTES - no meeting.
COUNTRY CLUB MEMBERSHIP DUES.
Sri Balgobin, Finance Director, presented a report to Council suggesting
membership information be given to Council following the December closing in
order to present an accurate account of dues paying members,following removal of
members who are not paid up. A full report will be made at the January 19th
meeting. Chief Fletcher recommended that a workshop be called for January 18th
at 7:30 p.m. to review the club finances with the Finance Director, the Club
Manager and the Club Advisory Committee. The Finance Director's figures will be
sent to Council as soon as they are available.
ORDINANCE CHANGES.
In another report from the Finance Director, it was recommended that the

Code of Ordinances be amended so that the lot clearing charges and special
trash pick-up's can be added to the sanitation bill. Also, the Council was asked
to consider prorating garbage fees in the case of new construction, to begin
upon occupancy. Mr. McIntosh moved that an ordinance be drafted by the Village
Attorney, as recommended. The motion was seconded by Mr. Spahn and passed
unanimously.
ACTING VILLAGE MANAGER'S POSITION, Councilman Spahn.
Mr. Spahn moved that the Council appoint John Fletcher as Interim
Manager and pay him the difference between his salary and Mr. Ackley's salary
until a new Manager is hired. The motion was seconded by Mr. McIntosh and
passed unanimously.
VILLAGE MANAGER'S REPORT:
(a) Report on Police cars - Chief Fletcher made a report on the
mechancial problems with the Chrysler police cars purchased
recently under County bid. Following a meeting with the
factory representative he will report back to Council.
(b) Insurance for 50th Anniversary Family Day - Rider secured
from Travelers at cost of $250.00 for the day.
(c) Acting Police Chief appointment - Lt. W. J. Brenton was
named to this position.
(d) Miami Shores Running Club - requests permission to hold a
Half -Marathon in Miami Shores on Sunday, Oct. 24, 1982.
Approval was recommended provided they fulfill all obligations
set up by Council last year.
TRAIN WHISTLE MEETING.
In the absence of Fran Farina who had planned to speak on this subject,
Mayor Lodge reported that the Railroad Noise Committee had met on December 18,
1981, at the Village Hall, and recommended that no horns be blown one-half mile
prior to or after each of the following four crossings: N. E. 82nd St., N. E. 92nd
St., N. E. 6th Ave., N. E. 96th St. and N. E. 107th St. This recommendation will
go before the Metro Commission for final action.

ANNOUNCEMENTS:
1. Public Hearing for increase in rates by Peoples Gas System, Inc.
Jan. 29, 1982, County Commission Chambers, Dade County Courthouse.
2. 50th Anniversary - Mayor Lodge thanked Lawton McCall for all
the work he did on collecting and displaying historical material
for 1/2/82, and he thanked Walter Chinn and his committee for
arranging the outside activities.
3. The Mayor also thanked the Miami Shores Garden Club, Peggy
Hayward in particular, for the landscaped "50", at the Country
Club, as well as the Beautification Committee for the "50"
at the Village Hall.
4. Big band dinner dance at Country Club, Feb. 12, 1982, with
Sammy Kaye's orchestra.
5. January 23, 1982 - 50th Anniversary Banquet and Chamber of
Commerce annual dinner.
COUNCIL COMMENTS:
Mrs. Jensen commended Mr. McCall on the historical displays and hoped
the displays will be on exhibit.
Mayor Lodge reported that Mr. McCall would like to temporarily place
the exhibits in the Village Hall entrance in anticipation of a permanent
display in the library.
Mr. Everett wished the Council and all the citizens a Happy and Prosperous
Mr. McIntosh added that the Anniversary party was well done by Mr. McCall
and all others involved.
The meeting adjourned at 7:50 p.m.
