09-08-1981 Budget HearingFIRST BUDGET HEARING MIAMI SHORES VILLAGE COUNCIL September 8, 1981 A special meeting of the Village Council was held on September 8, 1981, 7:30 p.m., at the Miami Shores Community Center, for the purpose of holding the first budget hearing on the proposed 1981-82 budget. Notice of this meeting was given according to the "TRIM" bill and the Village Charter. The following Council members were present: Mayor Robert J. Lodge Herbert Spahn, Jr. Donald W. McIntosh Henry A. Everett Elspeth Jensen Absent: None Mr. 0. Sam Ackley, Village Manager, and Mr. William F. Fann, Jr., Village Attorney, were also present, as well as, approximately 35 citizens. Copies of the budget were available to the public. Mayor Lodge opened the meeting, introducing the Council and Mr. Ackley, Village Manager, introduced the administrative personnel of the Village. VILLAGE BUDGET - 1981-82 Mr. Ackley highlighted the increases in the proposed budget. Mayor Lodge went through the appropriations by departments, reserving time for comments/ questions from the floor. Comments/ questions: Bill Jaffee, 131 N. W. 104th St., asked for an explanation of Operat- ing Expense in the Legal Department. Roger Infante, 691 N. E. 94th St., asked about the Police Department 10 hour shifts and whether or not there would be better coverage on a 5 -day week, Mel Roberts, 370 N. E. 101st St., asked if Federal Revenue Sharing could be used for sidewalks instead of beautification. Councilman McIntosh commented that the Contingency Account appears to be too small and the fund balance is too high. 9/8/81 -2- COUNTRY CLUB BUDGET Comments/questions: Mel Roberts stated that the trees on the golf course are being smothered by vines. Roger Infante brought up junior memberships and requested that a Junior Social membership be established. Other types of memberships asked for: Single Resident Social, General Membership -Family & Single, Single social for widows and widowers. Mr. McIntosh asked if revenue from franchise taxes was going into the club. He also proposed that there should be revenue income for the complimentary memberships which would add about $13,500 to the club budget. MILLATE RATE It was announced as published that the proposed millage rate exceeds the rolled back millage by a little over 5%, the proposed rate being 6.07. BUDGET ADOPTION Following the first reading of the ordinance adopting the 1981-82 budget, Mrs. Jensen moved that it be approved. The motion was seconded by Mr. Spahn. Mr. Infante again brought up the Country Club fee schedule. Mr. Spahn answered that there would be a reduction of income if the dues schedule were changed. Mr. Sig Derman, 1700 N. E. 105th St., commented that the single memberships should belong to single people only. Mr. Mel Roberts thanked the Council for their work on the budget. The motion to adopt the ordinance on first reading was then passed 4/1 with Mr. McIntosh dissenting.
