07-22-1981 Special MeetingSPECIAL MEETING Miami Shores Village Council July 22, 1981 The meeting was called to order by Mayor Robert J. Lodge at 7:32 p.m. Those in attendance were: Mayor Robert J. Lodge, Mr. Herbert Spahn, Jr., Mr. Henry A. Everett, Ms. Elspeth Jensen and Mr. 0. Sam Ackley. Acting Secretary was Ms. Charlotte Samuel (Ad -A -Girl Temporary Service). An ordinance was read by Mr. Ackley. Mr. Spahn motioned the ordinance be passed and Ms. Jensen seconded the motion. It was passed unanimously. Mr. Ackley proposed a Special Council meeting for millage, be called for July 28, 1981. This was agreed upon. The Library budget was submitted by Mr. Ackley. Mr. Paulsen from the Library Board, attended the meeting and was called upon from the floor to speak for the Library Board. Note: It was decided to look into the construction of additional space, to be included in the CIF fund. Questions were asked by Mr. Tom Bartlett, from the floor. Mr. Ackley responded. Mayor Lodge began the discussion on the Recreation Department. Note: Mr. Ackley suggested that a labor meeting be held privately within the next couple of weeks. He said he will contact the board members to coordinate this meeting. Ms. Jensen asked if there is anything set up for resident ID's for the sports field. Mr. Ackley responded. Ms. Jensen brought out the point that the students from Barry College are constantly moving in and out of Miami Shores Village and ID's should be controlled. Mr. Ackley explained the problems of issuing the ID's and making them work. It was brought out, from the floor, that there is a member of the swimming team that is not a resident of Miami Shores Village. Gus, Supervisor of the Recreation Field, asked about guests on the recreation field leaving when the field is closed. Mr. Ackley responded. Mr. Everett asked about the five acres north of the Country Club. He suggested that three and one-half acres be for the recreation field. Mr. Ackley responded. Ms. Jensen brought up the telephone cost. Mr. Ackley responded. Mayor Lodge asked if there are any questions from the floor. One of the questions was fees for the Tennis Courts. George said that if there are a number of non-residents coming in to play, then there should be a charge for guests with a resident. The Board thought it was fair. Mr. Ackley told of other problems there were on the tennis courts, but now taken care of. Mayor Lodge said he does not think there should be additional costs for 7/22/81 -2- recreation even though it is a little harder to get on the courts now that the Village is growing. Mr. Ackley stated that if there were a small charge it would keep the courts a little clearer. Mayor Lodge asked Mr. Ackley to discuss the Swimming Pool budget. Mr. Ackley asked Barbara, Pool Supervisor, to explain the costs. She did so. She explained the problems of keeping guards at the pool due to underpaying the guards. Mr. Spahn suggested Mr. Ackley check into this matter and see what can be done. There was a discussion on the floor regarding this problem. Note: It was decided to increase the guards salary in the swimming pool area. Motion was made and seconded to adjourn the meeting.
