09-30-1980 Public HearingSECOND PUBLIC HEARING ON 1980-81 BUDGET MIAMI SHORES VILLAGE COUNCIL September 30, 1980 The second and final public hearing on the 1980-81 proposed budget was held on Tuesday, September 30, 1980, 7:30 p.m., at the Miami Shores Community Center, with the following Councilmen present: Mayor Henry A. Everett Ralph E. Bowen Herbert Spahn, Jr. Robert J. Lodge Absent: Donald W. McIntosh Mr. 0. Sam Ackley, Village Manager, Mr. William F. Fann, Jr., Village Attorney, and approximately 50 citizens were also present. As required by law, notification of the percentage increase in tax millage was published in the Miami Herald Neighbors, September 28, 1980. Mayor Everett opened the meeting and the millage rate increase was reviewed. As there were no comments from the audience on the tax rate, the resolution fixing the rate for 1980 at 6.94 was read and unanimously approved by motion made by Mr. Bowen, and seconded by Mr. Spahn. Said resolution is entitled: RESOLUTION NO. 699-80 A RESOLUTION FIXING THE 1980 TAX LEVY OF MIAMI SHORES VILLAGE. Mayor Everett then asked for comments on the budget. Elsie Baioff, 336 N. E. 98th St., contended that the paper supplies should be cut and an extra man put in the Parks Dept. She also questioned the number of people in the Finance Dept., postage meter expense, gas allowances and telephone expense. Charles Roedell, 237 N. E. 102nd St., asked about the legal requirement for exceeding the 8% increase which Mr. Ackley explained required a 4/5 vote of -2 - Council. 9/30/80 Mr. Jerry Lance, 246 N. E. 102nd St., asked about surplus tax money if the increased Homestead exemption does not go through. Mr. Ben Pumo, 1133 N. E. 91st Terrace, commented on the percentage increase of the proposed budget over the current year's budget. Mr. Hugh R. Silvagni, 77 N. E. 100th St., asked if the dog track assessment went up as much as the residences. This will be checked. At Mr. Bowen suggestion, Mr. Ackley reviewed the changes made in the budget after the first hearing. As there were no more questions from the audience, the Mayor reread the ordinance adopting the budget and called for a motion. Mr. Spahn moved the adoption of the ordinance. The motion was seconded by Mr. Bowen and passed unanimously, said ordinance being: ORDINANCE NO. 423-80 AN ORDINANCE ADOPTING THE MIAMI SHORES VILLAGE ANNUAL BUDGET FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 1980. There being no further business before the Council, the meeting was adjourned at 8:25 p.m. Village Clerk
