09-26-1980 Public HearingPUBLIC HEARING ON 1980-81 BUDGET MIAMI SHORES VILLAGE COUNCIL September 26, 1980 A public hearing on the 1980-81 proposed budget was held on Friday, September 26, 1980, 7:30 p.m., at the Miami Shores Community Center, with the following Councilmen present: Donald W. McIntosh Ralph E. Bowen Herbert Spahn, Jr. Robert J. Lodge Absent: Mayor Henry A. Everett Mr. 0. Sam Ackley, Village Manager, Mr. William F. Fann, Jr., Village Attorney, and the Village Department Heads, were also present, as well as approximately 60 citizens. The meeting was opened by Acting Mayor McIntosh, followed by the Pledge of Allegiance. The Village Department Heads were introduced, as well as members of the Council, Village Attorney, Village Manager and Clerk. Acting Mayor McIntosh explained that Mayor Everett had written a letter to be read at the public hearing which he would highlight, deferring its entirety to next Tuesday's meeting at which Mayor Everett will be present. The public was advised that the proposed budget was based on a 26% increase in millage over the certified rolled back millage. The proposed budget is based on a millage rate of $6.94 per thousand of assessment. In discussing the Council's approval of the proposed budget, Mr. Lodge asked that the record indicate that he did not believe it was necessary to be insured beyond the limits required by law which would reduce the premium by about $50,000.00. As the budget pages were reviewed by Acting Mayor McIntosh, one of 9/26/80 -2- citizens present asked for figures representing actual expenditures during the previous year. Mr. Ackley explained that the budget is begun several months prior to the end of the fiscal year and that the expenditures at that time do not reflect an accurate picture. Mr. McIntosh suggested that estimates be made on figures not available. Mr. Mel Roberts, representing the Chamber .of Commerce, asked for three additional Police Officers, or approximately $100,000.00. Chief Fletcher gave a report on the status of hiring officers and reserve police. A complaint was voiced that the garbage collectors are not picking Lig. all the trash. Under the Recreation Department tennis courts an increase in capital outlay was requested for a wind screen. Mr. Lou Sauber complimented Mr. Petrey on operation of the swimming pool. Mrs. Betty Jensen thought the Library new books allocation should be increased. Following the review of all Village departments Mr. Bowen moved adoption .of the tentative budget on first reading. The motion was seconded by Mr. Spahn and passed unanimously. The tentative millage rate of $6.94 was approved by motion made by Mr. Lodge, seconded by Mr. Spahn and passed unanimously. Country Club budget: Mr. Lou Sauber commented on the lack of a receptionist, mainly because of security. Charging dues on credit cards - cannot be done without budgeting this expense. Paying dues on time - Mayor McIntosh stated there is no provision for paying dues over a 3 -6 month period. Attorney Fann confirmed that we cannot extend credit or charge interest for dues credit. More golf course security was requested. 9/26/80 -3- Request was made for improvement to men's room on the golf course. Request was made for more benches on the course. Council agreed to allocate $1000.00 for this expense. Following review of the golf course budget, a motion was made by Mr. Spahn to authorize and instruct the Village Attorney to prepare a budget ordinance for final adoption of the budget on September 30, 1980. This motion was seconded by Mr. Bowen and passed unanimously. The meeting adjourned at 10:15 p.m. illage Clerk
