MIAMI SHORES VILLAGE COUNCIL
April 24, 1980
A special meeting of the Miami Shores Village Council was called
for Thursday, April 24, 1980, at 9:00 a.m. The following Councilmen were
present:
Donald W. McIntosh
Ralph E. Bowen
Robert J. Lodge
Absent: Mayor Henry A. Everett
Herbert Spahn, Jr.
Mr. 0. Sam Ackley, Village Manager, was absent, being out of town,
and Mr. William Fann, Village Attorney, was still recovering from an illness.
Councilman McIntosh, .as Acting Mayor, called the meeting to order
with the above Councilmen present. He stated that this is an emergency meeting
for the purpose of discussing an inter-departmental memorandum that went out
to John Zavitz, Club Manager, from Mr. Ackley, Village Manager, memorandum
No. 711, dated April 23, 1980, along with an attached list of 9 individuals
who are not residents nor current members of the Miami Shores Country Club.
Mr. McIntosh explained that the emergency meeting was suggested by the Village
Attorney for the Council to take action on this item, as it was the consensus
of opinion of Mr. Fann and himself that this (policy on extending use of the
Country Club facilities to all public officials and agencies) is setting a very
poor: precedent since other members of the Country Club pay a social dues.
Mr. McIntosh felt the Council should take whatever appropriate action they deOmo
necessary at this time concerning this item.
Mr. Lodge moved that Mr. Zavitz be instructed to delay any action on
this memo until it can be discussed with the Village Manager. Mr. Bowen felt
the Council should take stronger action on this but seconded the motion.

Mr. Bowen stated that he had also talked with the Village Attorney
and wanted the record to show that in his view any agreement or proposition
offered by a former Councilman or Mayor is not binding on this Council and
that the verbage of the memo is so broad and general that it would be to a
disadvantage of the residents. Mr. McIntosh added that any invitation to
anyone for use of the Country Club should have the approval of the majority
of Council and not just a member of Council , or the Village Manager on his own.
Mr. Lodge agreed with this. Mr. Bowen stated it tends to establish a new
category of membership.
The motion was then carried unanimously.
Mr. Bowen stated that Mr. Zavitz has said that he (Zavitz) has the
prerogative to issue guest memberships at his discretion. Mr. Bowen thought
the Council should look into this and Mr. McIntosh suggested a meeting with
the Village Manager, the Club Manager, the Attorney and the Council .
The meeting adjourned at 9:15 a.m.
