MIAMI SHORES VILLAGE COUNCIL
7:00, January 8, 1980
The following members of Council were present:
Mayor Henry A. Everett
Donald W. McIntosh
Ralph .E. Bowen
Herbert Spahn, Jr.
Robert J. Lodge
Also in attendance were: 0. Sam Ackley, Village Manager, John A.
Fletcher, Chief of Police, Police Officer Richard Asker, and Harold
Petrey, Recreation Director.
This meeting was called for the purpose of discussing a civil defense
program for Miami Shores. Mr. A. C. Fischer, Dade County Civil
Defense Director, was present to discuss County facilities and how
they can be coordinated with municipal civil defense programs.
Mr. Fischer stated that the County has available Administrative Assist-
ance and Operational Assistance.
Administrative Assistance: Emergency planning of whatever
nature.
Surplus property program - must
have a State approved plan.
Program paper - things planned and
progress report.
Must have a Civil Defense Director,
or Deputy Director, not Police personnel .
Need to designate a Surplus Property
Agent.
Operational Assistance: Warning systems, radio/TV reports
and instructions.
Suggested designating space for an
emergency operation center where city business can be conducted
during an emergency.
Evacuation - County would have
available buses.
Will provide flood evacuation map.
Other suggestions: Name replacement personnel .
Evaluate resources.
Identify problem areas.

Develop communications.
Schedule practice exercises.
Obtain additional equipment thru
County surplus property.
Designate a Damage Survey Team.
Designate one person to coordinate
all plans.
General discussion followed.
Mr. Bowen, who has had experience in formulating Civil Defense Plans,
offered to assist Mr. Petrey in writing up the emergency operations
plan.
Mr. McIntosh suggested setting up a program of assistance to the handi-
capped and invalids, working with the civic clubs and churches.
Concluding the discussion Mr. Ackley stated that he would have something
for the Council to approve during budget preparation.
The work shop adjourned for the special Council meeting at 7:45 p.m.
