09-17-1979 Workshop Meeting WORK SHOP MEETING
MIAMI SHORES VILLAGE COUNCIL
September 17, 1979
A work shop meeting of the Miami Shores Village Council was held
at the Village Hall , on Monday, September 17, 1979, with the following
Councilmen present:
Mayor Henry A. Everett
Donald W. McIntosh
Herbert Spahn, Jr.
Absent: Ralph E. Bowen
Mr. 0. Sam Ackley, Village Manager, and Mr. William F. Fann, Jr. ,
Village Attorney, were also present.
This meeting was called for the purpose of considering an
increase in the utility tax to become effective on October 1, 1979.
A report was submitted to Council by the Village Manager
proposing three alternatives:
1. 9% utility tax across the board.
2. 8% utility tax with difference in revenue made up
by budgeting a $17,000 cash carryforward.
3. 10% utility tax for the first $100, 5% for the second
$100, and 2% thereafter, with the difference in revenue
made. up by budgeting a $17,000 cash carryforward.
A graduated formula was suggested by Mr. Rudnick to take
into consideration the continual rise in fuel costs and utility rates.
After some discussion Mr. McIntosh suggested: 9% on the 1st
$50, 5% on the next $100 and 2% after $150. He further stipulated that there
should be an understanding by all members of the Council and Village Manager
that if the computation does not work we will have more public hearings and
change this tax, either higher or lower.
The Village Manager will report on the estimated revenue to be
derived from this formula.
The meeting adjourned at 8:10 p,m.
