09-10-1979 Public Hearing PUBLIC HEARING ON 1979-80 BUDGET MIAMT SHORES VILLAGE COUNCIL September 10, 1979 A public hearing on the 1979-80 proposed budget was held on Monday, September 10, 1979, 7:30 p.m. at the Miami Shores Country Club, with the following Councilmen present: Mayor Henry A. Everett Donald W. McIntosh Ralph E. Bowen Herbert Spahn, Jr. Absent: None (vacancy on Council) Mr. 0. Sam Ackley, Village Manager, Mr. William F. Fann, Jr. , Village Attorney, and Department Heads, were also present, as well as, about 100 citizens. The meeting was opened with an invocation given by Rev. Matthew Kerestes of the Advent Lutheran Church, followed by the Pledge of Allegiance. Mayor Henry Everett explained ifn.his:.(Open.ing._rem4rkS: that this would be a hearing on the millage rate increase, as well as, the budget. The millage rate is proposed at 7.767, which is the maximum millage rate permitted, as certified by the County Tax Appraiser, without a referendum. The following people spoke do oppositionof the tax increase; Thelma Calley, 1201 N. E. 102nd St. Carl Orleman, 9500 N. Miami Ave. Chris Moore, 910 N. E. 98th St. R. Infante, 691 N. E. 94th St. A review was made of the proposed Federal Revenue Sharing income of $33,808.00, as it is applied to the budget. Mr. Frank Holt, 94 N. E. 99th St. , asked why our Revenue Sharing is so small and it .was explained that this is based on population, per capita income and other factors which limit our share. Mrs. Fran Farina, 1250 N. E. 102nd St. , spoke on the necessity for 9/10/79 -2- maintaining the beautification fund as proposed. Several citizens spoke against the proposed increase in utility tax. Mr. Mel Roberts, President of the Chamber of Commerce, asked for additional police protection for N. E. 2nd Avenue and di§cussed re-activating Crime Watch. Mayor Everett reviewed the anticipated revenues and expenditures as appropriated in each department. Report on special trash pick-ups. A report on this subject was submitted to Council by Mr. Ackley. In summary he recommended that: we begin invoicing for all items such as refrigerators, dressers and other applicances and furniture at actual cost plus twenty percent. Minimum fee will be $15.00. Review of Police statistics. A report was submitted by Chief Fletcher on "Possible reasons for crime increase", "Prevention" , "Manpower", and "Response Time". In summary the Chief stated: It would be highly speculative to assume that crime could be reduced by increasing the number of police officers on the street. The retention of the Burglary/Robbery Grant Police Officer and Secretary by the Council and the formation of a Juvenile Unit may have an effect on juvenile crime which, incidentally, may account for over 50% of the crime. Report on Utility Taxes. Mr.. Ackley reported that the Village is attempting to determine the revenue which would be generated by implementing Mr. Rudnick's formula, and will send someone to the F.P.&L. to secure the information manually. First reading - Ordinance to adopt the budget. Mr. McIntosh moved approval after first reading of the budget ordinance, subject to review of waste fees, utility tax and other items. The motion was seconded by Mr. Bowen and passed unanimously. 9/10/79 -3- Resolution waiving bids for treatment of golf course. The Village Manager recommended waiving formal bid procedure in order to obtain the services of Soil Fumigants, Inc. , a central Florida contractor who will be in the area this week. The approximate cost - $100.00 Nematode per acre, with approximately 20 acres in the/infected area.,of the golf course. Upon motion made by Mr. Bowen, and seconded by Mr. McIntosh, RESOLUTION NO. 678-79 was unanimously passed and adopted, same being entitled: A RESOLUTION WAIVING FORMAL BID PROCESS FOR TREATMENT OF GOLF COURSE GRASS. The Mayor announced that there would be a Council work shop on Tuesday, September 11, 1979, and the second public hearing on the budget Tuesday, September 18th.
