on
SPECIAL MASTER'S REPORT ON LABOR NEGOTIATIONS
BETWEEN MIAMI SHORES VILLAGE AND THE FEDERATION OF PUBLIC EMPLOYEES
July 17, 1979
A public hearing was held on July 17, 1979, 6:30 p.m. , at the Miami.
Shores Village Hall , for the purpose of discussing the Special Master's report
on the labor negotiations between Miami Shores Village and the Federation of
Public Employees Union. The following Councilmen were present:
Mayor Henry A. Everett
Donald W. McIntosh
Joseph P. Farina
Ralph E. Bowen
Herbert Spahn, Jr.
Mr. 0. Sam Ackley, Village Manager, Mr. William F. Fann, Jr. , Village
Attorney, Union representatives and Union members, were also present.
A copy of the report dated May 14, 1979, written by Dr. Paul D. Thompson,
Special Master in the case of labor negotiations between the F.P.E. and Miami
Shores Village, had been sent to the Council , as well as a report prepared by
Sam Ackley, Village Manager, on the F.P.E. contract, dated June 7, 1979. Follow-
ing receipt of Dr. Thompson's report, Mr. Ackley advised the Public Employee
Relations Commission that Miami Shores Village rejected the Special Master's find-
ings.
This meeting was called for the purpose of hearing Union and Manage-
ment arguments. Mr. Walter Browne and Mr. Larry Perretti , speaking for the Union,
protested the Village Manager's position on six Articles of the contract, as well
as,that the pay increases be retroactive to October 1, 1978, and that the six
articles be kept into effect, as they had been written into the previous contract
with the Village.
The following Articles as recommended by the Village Manager, were
unacceptable to the Union:

ARTICLE III - Management Rights
ARTICLE - Seniority and Reduction in Force
ARTICLE - Working Out of Classification
ARTICLE - Sick Leave
ARTICLE CH-II - Clubhouse Compensation
ARTICLE V-II - Village Compensation
These were reviewed by Mr. Ackley.
Mr. Walter Browne refuted Mr. Ackley's comments and the Union
concluded their argument asking the Village Council for a "fair shake".
The meeting adjourned at 7:00 p.m.
