WORKSHOP MEETING
MIAMI SHORES VILLAGE COUNCIL
April 26, 2979 - 5:30 p.m.
From 5:00 to 5:30 p.m. the Council met in closed session on labor
negotiations.
The work shop session was held in the Council room of the Village Hall
on April 26, 1979, 5:30 p.m. , with the following Councilmen present:
Mayor Henry A. Everett
Donald W. McIntosh
Ralph E. Bowen
Herbert Spahn, Jr.
Absent: Joseph P. Farina
The meeting was called for the purpose of reviewing with the new Councilmen,
as well as, the holdover members, departmental functions and projects.
1. Departmental functions:
(a) Reports from:
Public Works - liability on sidewalks, incl . sidewalks on east
side of 6th ave.
Library - it was suggested that an area be set aside for smoking
if it is to be continued.
Recreation - Mr. Petrey discussed use of 5 acres north of the Country
Club. Suggested that Club tennis courts be made municipal with the
other courts, add handball courts, a Vita Course and raquetball courts.
Finance - Mr. Balgobin discussed master listing for inventory and
putting liens on property for unpaid sanitation bills.
Personnel/Insurance - di.scussed use of forms for accidents on the job
and claims on Workmen's Compensation and personnel training.
Village Clerk - manual on clerk's duties in office.
Country Club John Zavitz was introduced, hired on a 90-day contract
with an incentive program to be written. Dining room complaints -
serving time. Miami Shores Country Club Assoc. ByLaws to be adopted.
Golf Course - Mr. Bryant reported planning to replant more greens but
not this year. Discussed need for new building for equipment
Golf Pro -- Mr. Vann discussed golf course and problems of bag racks on
golf cars. . Mr. Spain suggested redesigning the bag rack, raising it and
putting a plate on the bottom.
Village Manager - Mr. Ackley reviewed the Council-Manager form of government.
(b) Street lighting - report given Mr. Ackley.
(c) Seawall - seeking quotations from engineers on-cost of engineering specs .
(d) Coopers & Lybrand additional billing - covers additional work
requested by the Village Manager.
(e) Bulkhead for swimming pool - material not satisfactory for our pool .
Mr. McIntosh recommended forgetting about the bulkhead. The Council
informally agreed to drop this project.
(f) Use of Elementary School playground for summer programs. Mr. Petrey
proposed non-team orientated activities that would be open .to .
children going •to the elementary school . He is trying to get some
leadership and input from .the school as to what they would like to
have on their property.
2. Summer rates - golf course:
Mr. Vann suggested weekdays making summer greens
fees $10.00 including cart with junior green fees
of $4.00 for June, July & August. This will be on
the agenda for the next meeting of May .1, 1979.
Village Attorney Farm discussed highlights of Sunshine Law.
