MIAMI SHORES VILLAGE COUNCIL
April 3, 1979
The regular meeting of the Miami Shores Village Council was held on
April 3, 1979, 7:30 p.m. , at the Village Hall , with the following Council
members present:
Mayor Joseph P. Farina
Ralph E. Bowen
Donald W. McIntosh
W. Al Davis
Mrs. Elspeth Jensen
Mr. 0. Sam Ackley, Village Manager, and Mr. William F. Fann, Jr. ,
Village Attorney, were also present.
The meeting was opened with an invocation given by Rev. John McLaughlin
of St. Martha's Catholic Church, followed by the Pledge of Allegiance.
Minutes of the meeting of March 20, 1979, were approved as written by
motion made by Mr. Davis, seconded by Mrs. Jensen and carried.
Planning Board minutes - March 22, 1979.
At the meeting of March 22, 1979, the Planning Board finalized a
definition of "ornamental masonry for walls", forran amendment to the zoning
ordinance, as follows:
"Concrete block stuccoed, masonry faced with clay brick, stone,
ornamental pre-cast decorative block or equal as approved by
the Planning Board, or ornamental metal , but not including any
wire fence."
Mr. McIntosh moved that this be referred to the Village Manager and
Village Attorney for an amendment to the existing ordinance. The motion was
seconded by Mr. Davis and carried unanimously.
Bid opening on trap rake.
Bids were opened and recorded as follows:

Mr. Ackley stated that the bids will be tabulated and a recommenda-
tion made to Council at the next meeting.
Request by Biscayne Park for use of Recreation Dept. bleachers. "
Mr. Ackley reported that he had received an informal request from
Biscayne Park for use of our bleachers, which are not being used as they are
to be scrapped. Biscayne Park will maintain them and hold us harmless
while in their use. Mr. Bowen moved that the request for use of the bleachers
be approved. The motion was seconded by Mrs. Jensen who added that this should be
tihecked . by our insurance agent and attorney with a report back to Council .
The motion was then passed unanimously.
Street light billing on Dade County arterials within Miami -Shores. ,/
As proposed by Mr. McIntosh, a resolution was read requesting Dade
County to assume costs of operating and maintaining street lights on arterial
roadways through Miami Shores Village, including the following:
1. N. Miami Ave. between 91st St. and 115th St.
2. N. E. 2nd Ave. between N. E. 91st St. and N. E. 115th St.
3. N. W. 2nd Ave. between N. W. 91st St. and N. W. 115th St.
4. 111th .St. between N. W. 5th Ave. and N. E. 2nd Ave.
5. N. E. 6th Ave. between N. E. 87th St. and N. E. 107th St.
6. N. E. 10th Ave. between N. E. 91st Terr. and Biscayne Blvd.
7. 95th St. between N. W. 3rd Ave. and N. E. 6th Ave.
8. 96th St. between N. E. 2nd Ave. and N. E. 10th Ave.
9. 103rd St. between N. W. 2nd Ave. and N. E. 6th Ave.
10. Grand Concourse between N. E. 2nd Ave. and N. E. 6th Ave.
In the discussion that followed question was asked as to how this

would affect those streets which are not now designated as arterials. Mr.
McIntosh moved that action be postponed until the next meeting so that information
on this question can be secured. The motion was seconded by Mrs. Jensen and
passed unanimously.
Transfer of funds from the General Fund to Capital Improvements Fund.
Mr. Ackley explained that this transfer involved a deposit of
$49,000.00 from the General Fund to the C.I.F. for budgeted improvements.

Village Manager's report.
(a) Pool parties and swim school , as listed in Mr. Petrey's
memorandum, along with report on all renovations at the
Poo
l now completed with the exception of the bulkhead.
(b) Tot lot - Mr. Petrey's memo listed cleaning and renovation
started on the Tot lot.
(c) New radios - installed. Personnel are being instructed as
to how to use the walkie talkies.
(d) Unemployment compensation report - given to Council .
(e) Seawall repair - Mr. Lubien reported on contacting engineers
, for preparation of specifications.
(f) ✓ Country Club Manager - reported that a Club Manager has
been recruited, that he has requested that he be put on a
90-day contract to learn potential of the job. Mr. Ackley
stated that John Zavitz, the new Manager, would be on a
contractual basis. This would be developed into a profit-
sharing concept. Mr. Ackley stated he would report back to
Council for transfer of funds.
Council .
In the discussion of the Tot lot, Councilman Bowen suggested the
installation of a cooling fountain outside the fence for kids and soccer
players.
Mrs. Jensen reported that the Legislative Committee of the Dade
League proposed a bill that will be introduced by Virginia Rosen concerning
the transportation of.dangerous materials.
Mr. McIntosh asked that the next "Day at the Races" be held at
Gulfstream Race Track, at the request of one of our citizens.
Mr. Ackley reported on the Police Department's experiment with painting
house numbers on streets and alleys and stated that the Council could view them
on N. E. 100th Street between N. E. 1st Avenue and 2nd Avenue, and in the alley
between 94th and 95th Streets and 4th and 5th Avenues.
Mr. Ackley also reported that b1ds had been secured on the sale of
surplus property as authorized by Council in May of 1978.
The meeting adjourned at 8:10 p.m. •
