06-14-1977 Labor Negotiation MeetingLABOR NEGOTIATION MEETING - Tuesday, June 14, 1977 6:45 in the Village Manager's office. In attendance: Mayor Farina Council members Bowen, McIntosh, Davis & Jensen Labor Negotiator Richard W. Gross Village Manager Andersen Village Attorney Fann Chief Fletcher Mr. Gross reported on his initial meeting with the P. B. A. and review of their contract proposals for the year 1977-1978, covering additional fringe benefits and salary supplements and increases. These items were discussed by members of Council. Mr. Gross had not yet met with members of the Public Employees Union. The meeting adjourned at 7:45 p. m. for a Council Work Shop Meeting. COUNCIL WORK SHOP MEETING Tuesday, June 14, 1977 7:45 p. m. in the Council Chambers In attendance: Mayor Farina Councilmembers Bowen, McIntosh, Davis and Jensen Village Manager Andersen Village Attorney Fann Club Manager Norkum Finance Director Glaid Chief of Police Golf Pro Fred Vann Village citizens 1. Golf car presentation. Mr. Bob McGrath and Mr. Mike Souchak of Golf Car Systems, were present to discuss a proposal for the leasing of their golf cars and service to Miami Shores golf course. Mr. McGrath stated that GCS is presently servicing the highest quality clubs in the eastern United States with T Bird golf cars. This plan provides for furnishing 65 cars, batteries, parts, Council Work Shop Meeting -2- June 14, 1977 maintenance, insurance, etc. but excludes electricity. The initial period of the contract would be for five years. It would take from three to four weeks to start a new fleet, with 20 or so corning in each week. Mr. Andersen recommended this program, as well as Golf Pro Fred Vann, who discussed other aspects concerning personnel and changing the golf storage shed. This proposal will be on the agenda of the regular meeting of June 21st for Council action. 2. Re -roofing Library bids. Mr. Andersen reported that three bids had been received with Mayo Construction being low bidder, that this company will need approximately six weeks before they can commence work and that it would take about 30 days to complete the job, weather permitting. Mr. Andersen recommended that the Council accept the low bid. 3. Auditors - Annual Audit. The question of this year's outside auditors was brought before the Council for discussion. Mr. Andersen stated that we have been using Coopers & Lybrand and recommended that they be considered while the computer system of accounting is being setup. Mr. Bowen suggested that the Council ask for bids and Councilman Davis thought we should give the Shores accounting firms an opportunity to bid. After some discussion, it was suggested that Mr. Andersen write to the Village auditors and others to find out their attitude on our business. 4. Country Club Manager's report. In a discussion of membership analysis Mr. Norkum pointed out that there is a decrease of 72 golf memberships over the past year, affecting other areas income as well as dues. Mr. Norkum' s cash flow projection showed a deficit of $41, 200 at the end of the fiscal year and a cash deficit of $1, 855 by January of 1978. The Club Manager recommended increasing memberships across the board at a minimum of $30. 00 per membership, to replace lost member- ship dues. Mr. Norkurn discussed the need for a business social member- ship and a junior golf membership. The card proposed by the Club Manager to be mailed with dues bills was discussed and changes suggested: deleting sentence about reimburse- ments (no reimbursements to be made) and deleting the option of not renewing memberships. Council Work Shop Meeting -3- June 14, 1977 5. County Club pre -pay plan. The Village Manager proposed a plan for allowing members to pre -pay club charges or establish a credit balance. Village Attorney Fann stated that no credit can be given as it is illegal. Prepayment could be made if it covers all charges and is feasible. The meeting adjourned at 10:10 p.m.
