03-08-1977 Workshop Meeting3/8/77 COUNCIL WORK SHOP MEETING Tuesday, March 8, 1977 7:30 p. m. in the Council Chambers In attendance: Mayor McIntosh, Councilmen Davis, Claussen, Condit and McLeod Mr. Earl K. Andersen, Village Manager Mr. William F. Fann, Village Attorney Mr. Jim Glaid, Finance Director Mr. Harold Petrey, Recreation Director Mr. William Bradford, Building Director Chief John Fletcher 1. Police Van Type Vehicle - The Village Manager explained that the used Vans bid on were no longer available and asked the Council to appropriate $1620. 00 more for another Van (money coming from the Capital Items fund), to be added to LEAA funds of $3500. 00. The Council was agreeable to waiving the bid policy, locate another Van and come back with a recommendation at the next meeting. 2. Swimming Pool Improvements - Mr. Andersen reported that only one bidder met the requirements - Green Pool Service, the high bidder; that there is approximately $44, 000. 00 in the budget and that with the optional work needed it will come to approximately $54, 000. 00. The Village Manager was instructed to negotiate with Green Pool Service on contract items that the Village can do. 3. Capital Improvement Construction Projects = Mr. Andersen reported that we have plans and specifications for the public works building and the Village Hall addition and that we can do the work outselves or put it out for contract. Mr. Claussen asked the Manager to work up a cost estimate on both structures. Mr. Condit brought up the new telephone system and wanted to know when it was approved and how much it is going to cost, since it was not brought up at a Council meeting. Mayor McIntosh stated it was approved through adoption of the budget. Cost figures were not available. 4. Recreation Committee correspondence - (1) Request was made to proceed with plans for the recreation building addition. Mr. Andersen reported that we can get this going for this summer. Mr. Petrey stated that if it can't be done before June it should be done after August because of the summer program. (2) System of I. D. cards -request that this be implemented as soon as possible. Citizens Bill of Rights - new Financial Disclosure forms required by the County. 6. Equipment lease proposal - Golf Cars Mr. Andersen reported that a proposal has been made to purchase our carts and lease the operation by Golf Car Systems. This would eliminate labor costs to the Village. They will buy our carts for $35,000.00. The Council agreed to pursue this further. Mr. Andersen will get a copy of the lease proposal to the Village Attorney. 7. Amendment to Resolution No. 612 - Country Club fees. (a) Discussed putting a cap on golf and tennis memberships and taking applications for non-resident memberships. (b) Social membership fee of $35. 00 for summer months - agreed by Council. (c) $6. 00 fee for 9 holes of golf during summer and $6. 00 for cart - 9 holes, agreed by Council. (d) Fees for non-residents - the Village Manager recommended double resident's fee with $200.00 initiation fee for golf. Council agreed. (e) Non-resident merchant's membership discussed. 8. Collective Bargaining - Discussed hiring a bargaining agent. The Village Attorney will check into getting an agent. Mr. Jim Glaid brought up Mr. Andersen's request to be excluded from the Pension Plan. Mr. Andersen was aksed to write a letter for a Pension Board recommendation. Mr. Glaid reported that the Computer Committee would be ready to make a report on Tuesday. Mayor McIntosh reported that sidewalks are to be installed on 6th Ave. between 103rd & 107th Streets but that three people will not sign approval of them.
