MIAMI SHORES VILLAGE COUNCIL
February 1, 1977
The regular meeting of the Miami Shores Village Council was held
at 7:30 p.m. , February 1, 1977, at the Village Hall, with the following
Councilmen present:
Mayor Donald W. McIntosh
W. Alfred Davis
James W. Condit
Jon E. McLeod
Absent: Dean R. Claussen
Mr. Earl K. Andersen, Village Manager, and Mr. William F.
Fann, Jr. , Village Attorney, were also present.
The meeting was opened with an invocation given by Councilman
Jon E. McLeod, followed by the Pledge of Allegiance.
Minutes of the last regular meeting of January 18, 1977, were
approved as written by motion made by Mr. Davis, seconded by Mr. Condit
and carried.
Amendment to Code of Ordinances regarding Country Club
non-resident use.
Mayor McIntosh asked the Council to postpone consideration of this
ordinance until after the Town Hall meeting to be held this Thursday for
discussion of Country Club matters. Postponement was approved by motion
made by Mr. Davis, seconded by Mr. McLeod and carried unanimously.
Signalization easement at Biscayne Blvd. and N. E. 6th Ave.
Village Manager Andersen reported that the County is requesting an
easement in the 88th Terrace right-of-way, 8 ft. x 19 ft. , for the installation

of new signal lights at the intersection of Biscayne Blvd. and N. E. 6th Ave. ,
and recommended that it be granted. Mr. Davis moved that the easement be
granted as recommended. Mr. McLeod seconded the motion and it was passed
unanimously.
Public Works Grant program.
Mr. Andersen reported that our application for a Federal grant in the
amount of $104, 291 for construction of a new public works facility at 103rd St.
and 17th Ave. , had been rejected; and that the committee appointed to work up
plans and specifications will be reviewing the plans and come back to Council
with a recommendation to complete construction of the facilities with the money
we have appropriated which is in the amount of $80, 000 at the present time.
Bills - Jan. 2 through Feb. 1, 1977.
Upon motion made by Mr. Condit and seconded by Mr. Davis, the
bills were unanimously approved.
Village Manager's report.
Mr. Andersen reported on the following:
(a) that Metro Dade County has been advised of Council's action to
accept the alternate route for the Bike path along N. E. 10th Ave.
to Biscayne Blvd.
(b) as a reminder, that there is a Dade League of Cities meeting
to be held at the Country Club on Friday, February 25th. If Council-
men planning to attend will advise Miss Vigneron she will make
the reservation. Mayor McIntosh added that Past Presidents of
the League will be honored at this dinner, including Dean Claussen
and C. Lawton McCall.
(c) Fire station proposed site - between N. W. 92nd & 93rd Sts.
at N. W. 5th. ; that the owner, Florida Power & Light Co. has
indicated a willingness for sale or exchange of land.

(d) that the new telephone system is scheduled for implementation
on February 14th. Classes of instruction for using the new
equipment have been scheduled for February 10 and 11 at the
Community Center.
(e) that the Public Works Construction Committee has been
notified of a meeting to review plans for the public works facilities.
(f) that members of the Computer Committee have been notified of
a meeting called for Wed. , Feb. 9, 1977, at 4:00 p.m. to review bids
and make a recommendation to Council.
(g) Clean up, paint up program - the Country Club tennis area and
Village Hall are receiving special attention by painting, trimming
shrubs, etc.
(h) Quayside annexation material for presentation to the County
should be ready this week.
(i) Swimming pool renovation bids went out today.
(j) Concerning the administrative policies at the Country Club, Mr.
Andersen stated that notice has been given to the departments concern-
ing implementation of a charge card system, closing the club house
for three weeks in August, storing of carts and/or bags and closing
9 holes of the golf course during summer months.
Mayor McIntosh reported that (1) a proclamation had been issued for
"Fight Litter Month" , with Barry College and elementary school students to
assist in this program, and (2) a proclamation had been issued for "Youth in
Government" month, for which students will be invited to visit the Village Hall
and participate in the Council meeting of February 15, 1977.
The meeting adjourned at 8:05 p.m.
