COUNCIL WORK SHOP MEETING
Monday, November 8, 1976

(1) The first business on the agenda was a review of the Village
insurance program as presented by Mr. Gordon Boulton, agent, for the
year 1976-1977.
The insurance proposed and held on a binder included:
1. General Liability, Personal Injury Liability, Bodily
Injury, Property Damage . . . . . Premium $ 54, 930
2. Automobile Liability . . . . . . " 33, 034
3. Automobile Buffer . . . . . . . . . If17, 500
4. Umbrella It 35, 000
5. Property Coverage Bldgs. . . . . . If 28, 156

Total Premiums $170, 795
The total amount in the 1976-1977 budget for insurance is
$104, 000, based on Mr. Boulton's estimate made during
budget preparation.
The Mayor thought the insurance program needed further study and
stated that we are getting an insurance survey made to determine
proper coverage.
(2) Accounts Receivable Policy for the Country Club.
The Village Manager asked the Council to consider a policy as
follows:
(a) Put all club parties on a cash basis.
(b) Special parties must be paid in advance.
(c) Civic organization dinners paid on presentation of bill.
(d) Members' dues due and payable upon receipt, payable
on anniversary date.
(e) All amounts for service shall be due and payable on receipt.
(f) Amounts outstanding beyond 30 days shall be considered
past due and delinquent.
(g) Put up a deposit and maintain a cash balance in every
charge account.

The question of putting interest on delinquent accounts was also
discussed. No decisions made.
(3) Complimentary memberships at Country Club.
The proposed resolution defining Country Club usage by elected and
appointed officials of Miami Shores Village, with the addition of the clergy,
was discussed but no agreement reached.
(4) Family Membership definition - Country Club.
The Council agreed on the definition that a family membership would
include two adults in the household. The Village Attorney was directed to
write this definition.
(5) Recreation Advisory Committee - Soccer Field.
Dr. Camp, Mr. Joe Dugoni and Harold Petrey, Recreation Director,
petitioned the Council for an increase in soccer playing area to accommodate
all the children and eliminate playing games on Sundays. They requested
use of Block 107, enlarging the area by removal of the trees along the park-
way and removal of goal posts, to create a new field south of the Tot lot.
The Council requested that a survey of the land be presented for a decision
at the next Council meeting. The Committee also recommended that the
park across the street from the Field House be utilized for a practice field
only. The Village Attorney was instructed to advise on the use of this land
which is dedicated as a park.
