PUBLIC HEARING ON PROPOSED BUDGET FOR 1976-1977
MIAMI SHORES VILLAGE COUNCIL
September 20, 1976

The Miami Shores Village Council held a public hearing on the pro-
posed budget at the Miami Shores Community Center on September 20, 1976,
7:30 p.m. The following Councilmen were present:
Mayor Donald W. McIntosh
W. Al Davis
James W. Condit
Jon E. McLeod
Absent: Dean R. Claussen
There were approximately 100 residents present.
An invocation was given by Mr. Frank Holt, followed by the pledge of
allegiance.
Mayor McIntosh opened the meeting and introduced the department
heads and those seated at the head table which included the Council, Village
Manager, Village Attorney, and Village Clerk.
The Mayor explained that the format of this year's budget is different
from that of years past in that the costs have been broken down for a true
allocation of departmental expenses. These sheets are in white, with the explan-
ation on the blue sheets for the Village and on the pink sheets for the Country Club.
Highlights of the Village Manager's budget letter were read and the
Mayor reported that the operation of the swimming pool had been transferred
to the Recreation Department as reflected in this budget document.
Mr. Joe Dugoni, 166 N. E. 92nd Street, Chairman of the Recreation
Committee, stated that the committee feels that this is a good decision on the
part of the Council. He also recommended that an increase be made in the

budgeted item for repairs and maintenance to the pool.
Mr. Mel Roberts, 370 N. E. 101st Street, and others present, wanted
assurance that the pool will be used only by residents.
Mr. Leslie Klein, 534 N. E. 94th St. , mentioned the cost of I. D. cards
for pool use which is not included in the budget. He also asked if this change
constitutes a breach of contract for those who have paid an annual membership.
Some of the pool members asked why they were not consulted about
this change.
Mr. Michael Bander, 1201 N. E. 91st Terrace, asked about future
expansion of the library and improvements.
At the completion of the Village budget a short intermission was called.
In resuming the meeting Mayor McIntosh announced that there would be sidewalk
improvements on N. E. 6th Ave. across from Miami Shores Elementary, to be
provided by Metro and finished within six months. Also, beautification of N. E.
2nd Ave. after the sludge line is thru, with new street lights and pedestrian
areas. In answer to a question about sidewalks along Biscayne Blvd. , the
Mayor stated that we are working on this plus getting a signal light in front of
the club.
Mr. Klein, 534 N. E. 94th St. , asked about installing speed bumps
in the alleys to cut down fast traffic.
Mr. George Perrine, 116 N. E. 97th Street, asked for figures on
what the golf course is actually making.
Dr. Pappas and Mr. Mel Roberts questioned the projected income
from social members.
Mr. Jim Dixon, 700 N. E. 101st St. , disucssed the dues increase

and pointed out that in years past the club returned money to the Village. He
stated that instead of increasing dues memberships put money back into the club
for a break-even basis by increasing the millage to provide $45, 000 to $50, 000
for the club.
Mr. Harry Green, a non-resident taxpayer, thought the non-resident
dues should be reduced. He thought the differential in resident and non-resident
dues was too great. If an increase is necessary it could be an across-the-board
increase.
Mr. Paul Horn, 11321 N. E. 3rd Ave. , thought the non-resident dues
would force many long-time members to drop their membership.
Mr. Frank Holt, 94 N. E. 99th St. , again asked if dues would be paid
quarterly.
Mrs. Jensen, 2 N. W. 111th St. , asked if members could get statements
as to the condition of the club.
Mr. Mel Roberts, 370 N. E. 101st St. , argued that the anticipated
revenue in the club budget is too optimistic.
The Mayor then called for a motion to approve the budget on first
reading which was made by Mr. McLeod and seconded by Mr. Davis. Mr.
Condit stated that he would vote for it because there is no way to change dues
and other items but he would vote for it reluctantly. The motion to approve the
budget on first reading was carried unanimously.
The meeting adjourned at 9:30 p.m.
