COUNCIL WORK SHOP MEETING
Monday, June 7, 1976
7:30 p.m. at the Village Hall
In attendance: Mayor McIntosh, Councilmen Condit, Davis and
McLeod. (Absent - Councilman Claussen)
Village Manager, Earl K. Andersen
Village Attorney, William F. Fann, Jr.
Mayor McIntosh opened the meeting and read a letter received from Mr. Blue,
Chairman of the Country Club Administrative Board, in which the Council
was informed that the Board did not wish to meet with them until at least
four members of the Board could be present, which would be on Wednesday,
June 9th, or on the following Monday.
The Council discussed the question of authority of the Country Club Board,
whether to revise, amend or rescind the ordinance creating the Board.
Mr. Fann pointed out that the powers of boards - country club, insurance,
etc. , are only advisory.
Because the insurance board appears to have a conflict of interest it was
suggested that this board be abolished. The Village Manager recommended
having a consultant review our insurance coverage and exposure. The
Council agreed to abolish the insurance advisory board to remove any doubts
as to conflict of interest and urge them to please continue to consult with
the Village Manager as to insurance input. Mr. Andersen agreed to discuss
the matter with Mr. Gordon Boulton.
Concerning the Country Club Advisory Board, the Village Manager did not
feel that this Board would work with him to accomplish what the Council
wanted them to do. The Board feels there must be only one head to operate
the club. Mr. Fann stated he thought the Board was given the authority at
the time but that the Council should abolish this committee since there is
only one person who has the authority to handle the club and that is the
Village Manager. This applies to all committees unless the Village Manager
asks for them.
Mr. Fann was directed to write an ordinance abolishing the Country Club
Administrative Board.
On the question of hiring a club manager, it was stated that this is the
responsibility of the Village Manager.
Mr. Fann was asked to study the resolution on the purchase of the 5-1/4
acres for possible revision to put the debt in the general Village budget.

Mayor McIntosh stated that the whole format of the Club needs analysis.
Also that the Council must move on membership categories, complimentary
memberships, illegal memberships, etc. Mayor McIntosh also referred
to the list of personnel allowed by the Golf Pro to use golf carts free of
charge, which he stated,needed scrutiny.
The Village Manager was asked to review the Golf Pro's contract.
A general discussion followed concerning expenses vs. income and the
amount of deficit there will be at the end of the year.
Mr. Davis brought up the Building Department report on permits issued,
dollar value, tec. and suggested contracting for inspections.
Mayor McIntosh suggested that certificates of appreciation be sent to those
who participated in the Memorial Day ceremony.
The meeting adjourned at 10:15 p.m.
