05-25-1976 Workshop Meeting 5/25/76 COUNCIL WORK SHOP MEETING Tuesday, May 25, 1976 8:00 P.m, at the Village Hall In attendance: Mayor McIntosh, Councilmen Condit, Davis and McLeod (Mr. Claussen was absent. ) Village Manager, Earl K. Andersen Village Attorney, William Fann Finance Director, James A. Glaid The following items were brought before the Council: (1) Authority and responsibility of the Country Club Administrative Board: Mr. Andersen asked what his responsibility is. The Mayor asked if the Council is in agreement with Administrative Board concept. It was agreed that the chain of command should be through the Village Manager and that the Board must be advisory. (2) Applications for Club Manager: Mr. Andersen reported that Mr. Kurzer has one file of the applications and Mr. Roberts has the other. It was Mr. Andersen's suggestion that some of the problems at the club should be worked out before hiring a Club Manager. (3) Country Club categories and dues: New membership categories and fee schedules were discussed but no agreements reached. Mr. Fann advised the Council to consider termination of credit. Mr. Andersen pointed out the inconsistencies in Junior Golf memberships and the Council agreed to strike Junior Memberships for children living at home. (4) Mr. Andersen asked the Council to consider closing the Club on Monday and Tuesday during June, July and August because of reduced revenue during the summer months. He stated he is trying to work this out with the clubs who regularly meet on Tuesday. (5) Electric carts: The Village Manager recommended that electric carts be required on Saturdays, Sundays and holidays, to speed up play. Mr. Davis suggested that this be in the mornings only. The Council agreed to let the Manager try this plan. (6) Quayside development: Mayor McIntosh stated that this is a 300 unit complex being built on the former military academy property on Biscayne Bay adjacent to the northern Village limits, and that 5/25/76 -2- the developers want to be considered for annexation. (7) Recreation Center refinancing of Certificate of Indebtedness: Mr. Andersen reported that the bank has agreed to refinance or reduce the interest rate to 4. 25%. (8) Budget; Mr. Andersen reported that he is currently working on the budget and that the revenue can support a 5% average wage increase. The first budget meeting was set up for June 21st. (9) Mayor McIntosh reported that FP&L was refunding_to the Village $3700. 00 in franchise tax and $4700. 00 in utility tax for the areas that were not included in the Village, prior to our request for an audit. (10) Fire station sites were discussed. Mr. McLeod was going to further look into the property on N. W. 103rd Street. The meeting adjourned at 10:45 p. m. az Village Clerk
