COUNCIL WORK SHOP MEETING
Monday, March 29, 1976
7:30 p.m. at the Village Hall
In attendance: Mayor McIntosh, Councilmen Claussen, Condit, Davis
and McLeod
Village Manager, Earl K. Andersen
Finance Director, James Glaid
This meeting was called for discussion on the following subjects:
1. Management responsibilities - Mr. Condit called attention to the
turn-over of club managers, Village managers and golf course superinten-
dents, and stated that something should be done to assure better selection
of personnel or to provide more Job security. He suggested (a) a contract,
(b) the Council should not tell a Manager when to fire anyone, and (c)
establish a personnel evaluation system.
The Village Manager, Mr. Andersen, who had been meeting with
the Country Club Administrative Board, later reported on his
proposed personnel plan calling for employee evaluations every
six months.
Mr. Condit also wanted clarification of the Village Manager's
position in the running of the Country Club. He stated he did not want the
Village Manager to get in between the Council and the Administrative Board.
Mr. Andersen stated that he had a very good working relationship
with the Board and that they had mutually agreed on their areas
of responsibility.
2. Report from Water & Sewer Authority on sludge line - Mayor
McIntosh stated that he was meeting with the Water Authority engineer on
Wednesday, at 9:30 a.m., in the Village Manager's office and will report
back to the Council and possibly call a public meeting for further action.
3. Amending Lot Cleaning Ordinance No. 34 to provide authority for
alley clearing. The Village Manager stated there is nothing to report at
this time from the Planning Board on hedge and fence regulations. Mr.
Andersen suggested that the Council consider having the alleys cleaned on
an assessment basis. This subject was taken under advisement until the
meeting of April 20th.
4. Re-writing loan on Community Center - pending report from the
Village Attorney.

5. Soliciting ordinance - Mr. Andersen, Village Manager, reported
that he had a meeting with the Village Attorney and Chief of Police, and
concluded that if our ordinance was enforced it would eliminate a lot of
the problems with peddlers. Mr. Andersen stated that he would make a
recommendation at the next meeting.
Garage sales - Mayor McIntosh stated that he has received com-
plaints about garage sales and asked the Council to consider passing an
ordinance to require a fee and limit the frequency of sales.
6. Gas franchise - Mr. Andersen reported that Mr. Lund did not see
the necessity of this franchise since they haven't expanded the service
for many years. The question before the Council is what is the demand
for new service. Mr. Andersen will acquaint himself with the areas be-
ing served by gas at the present time and report further.
Councilman Condit asked for a meeting with the committee appoint-
ed to select a fire station location. This was tentatively set for Thurs-
day, April 1st at 5:00 p.m.
