PUBLIC HEARING ON PROPOSAL TO CLOSE PARK DRIVE BETWEEN N. E. 95th STREET AND
N. E. 96th STREET.
Tuesday, January 27, 1976
7:30 p.m. at the Community Center, 9617 Park Drive
In attendance: Mayor Donald W. McIntosh, Councilmen Condit,
Davis and McLeod
Absent: Councilman Claussen
Also present: Village Attorney Richard Lund
Acting Manager Ann Vigneron
Approximately 200 residents, including representatives
and members of the Presbyterian Church, and the
Metropolitan Dade County Traffic & Transportation Dept.
The meeting was opened at 7:30 with the Pledge of Allegiance.
Prior to the business of the public hearing, the Mayor presented Certificates
of Appreciation to scouts, students, organizations and individuals, on behalf
of the Bicentennial Committee, for their participation in Bicentennial plan—
ning and projects.
The Mayor then explained that this meeting was advertised as a public hearing
and not a regular meeting of the Council. Therefore, the Council could not
vote on the issue this evening and would take official action next Tuesday
evening .at the regular meeting of the Village Council.
The Mayor stated that the hearing was requested following a traffic study
and recommendation for Park Drive between N. E. 6th Ave. and 96th St. In
this study the Metro Dept. of Traffic $ Transportation recommended closing
portions of said Drive to thru traffic, to eliminate certain traffic hazards.
The Miami Shores Presbyterian Church had requested the public hearing for
consideration of abandoning Park Drive, based on the traffic study, and in
conjunction with use of the street in plans for future development of the
church.
Speaking on behalf of the Presbyterian Church were: Attorney Don Nicholson;
Mr, Simms Director of Dade County Traffic & Transportation Dept.; Mr. Stanley
Whitman, Chairman of Long Range Planning Committee of the Church; property
owners L. L. Camp, W. Ridinger, Robert Day; Jim Hayes of M. S. Property
Owners Assoc.; Mike Khoury of the Chamber of Commerce and Jean Shafer, citizen.
Speaking against the proposal were: Dr. Soutar, Dr. Mangels, Rick Fournier,
Clarke Ketzle, Lois Smith, John R. Camp, Attorney, Vernon Posey, Mrs, Betty
Jensen and Peter Mosheim.

At the conclusion of the discussion, the Mayor called for a show of hands
on the question of closing Park Drive, which indicated 68 were in favor of
the street closing and 23 were opposed. It was further made known that
only five persons casting affirmative votes were not members of the Pres—
byterian Church.
The meeting adjourned at 9:45 p.m.
